Hill International is seeking a Sr. Program Manager in Los Angeles, California
The Sr. Program Manager is responsible for leading complex capital programs and major construction projects from planning through design, permitting, procurement, construction, commissioning, ff&e implementation, and closeout utilizing the Construction Manager/General Contractor (CMGC) delivery method. This position serves as the primary client liaison and provides strategic leadership, technical expertise, and program oversight to ensure successful project delivery in accordance with budget, schedule, quality, and stakeholder objectives.
The ideal candidate will possess extensive experience managing large-scale facilities, infrastructure, and mission critical projects utilizing varying delivery methods. Experience working within California's public sector procurement and regulatory environment is strongly preferred.
- Serve as the Owner’s representative and be the primary point of contact for executive stakeholders and project partners.
- Lead the project planning, permitting (where required), design, procurement, construction, occupancy and closeout of major capital projects and programs. Includes a deep understanding of program budget development and the ability to collaborate with the ownership stakeholder group to accurately capture all “owner side” budget elements to establish a full and complete owners program budget.
- Manage project goals, scope, schedule, budget, quality control, risk management strategies and performance metrics.
- Create and manage the contract deliverables matrix, ensuring its successful execution while holding the team accountable for meeting set objectives. Continuously evaluate and verify the scope of services to ensure alignment with Company’s contract terms.
- Monitor project progress, address any issues, proactively solve problems that could affect project delivery and provide regular executive-level reporting, presentations, and recommendations
- Provide the required executive leadership necessary to lead a large team of subordinate employees, subconsultant team members and owner stakeholders in a high preforming setting to drive execution of the program through accountability, open collaboration and conflict resolution to achieve the project owners desired outcomes.
- Manage the CMGC procurement and contractor selection process including RFQ/RFP development, evaluations to include scope gap assessments, contractor selection, and contract negotiations.
- Lead collaboration between the design team and CMGC contractor during preconstruction.
- Facilitate constructability reviews, value engineering workshops, and risk assessments.
- Coordinate development and negotiation of the Guaranteed Maximum Price (GMP).
- Ensure alignment among scope, budget, schedule, and operational requirements.
- Promote a partnering environment to minimize disputes and maximize project success.
- Manage architects, engineers, and specialty consultants through all design phases.
- Review and validate operational requirements, space programming, and building systems.
- Oversee design quality, constructability, maintainability, and life-cycle value considerations.
- Direct cost estimating and budget validation efforts throughout design development.
- Monitor contractor performance related to safety, quality, budget, and schedule.
- Review and approve change orders, construction modifications, and project contingencies.
- Coordinate inspections, testing, commissioning, and regulatory approvals.
- Ensure successful turnover, occupancy, and operational readiness of the facility.
- Ensure compliance with applicable California building codes, public contracting requirements, labor compliance regulations, safety standards, and environmental requirements.
- Coordinate with executive leadership, facilities personnel, operations staff, technology teams, and end users.
