The Stormwater Business Class Lead will provide in‑house leadership and guidance for stormwater services in the Southern California region. The role oversees the Stormwater team, manages staff, and leads the planning and design of stormwater and hydraulic elements. The Lead also contributes to business development and project delivery.

Key Responsibilities
  • Plan and design stormwater management facilities.
  • Design site drainage and storm drain systems.
  • Develop green stormwater infrastructure (GSI).
  • Implement best management practices (BMPs) for water quality treatment.
  • Apply low‑impact development techniques.
  • Plan watershed operations and hydrologic modeling.
  • Prepare planning‑level and design‑level projects, including drainage reports and contract/bid documents.
  • Collaborate with other design disciplines to provide integrated solutions and business development opportunities.
  • Perform other duties as needed.
Preferred Qualifications
  • Bachelor’s degree (B.S.) in Engineering, Civil Engineering, Hydraulics, Water Resources, or a related field from an accredited university.
  • CA Registered Professional Engineer (PE) license.
  • Proven business development in the Los Angeles region with an understanding of the Measure W Goals.
  • Experience in conceptual, preliminary, and final design of drainage and stormwater systems.
  • Experience with low‑impact development and hydrology, hydraulic/drainage design, and stormwater facility design software.
  • Experience with the design of structural BMPs, including infiltration, bioretention basins, bioswales, green streets, and stormwater vaults.
  • Knowledge of Southern California water quality regulations and the Total Maximum Daily Load programs.
  • Experience supervising staff.
  • At least four years of experience preparing storm‑water reports, plans, specifications, and estimates in a design‑lead role.
  • Preference will be given to local candidates.
Required Qualifications
  • Bachelor’s degree in a Professional, Architecture, Engineering, or closely related field.
  • 10 years of relevant experience.
  • Commitment to quality, improvement, and HDR values.
  • Maintained professional or engineering registration with related technical experience.
  • Experience in developing and managing diverse teams.
  • Ability to work cooperatively with other business‑class leaders, operations managers, technical directors, and marketing managers.
  • Active participation in an employee‑owned culture is a must.

Compensation: Irvine/Los Angeles – $164,000 – $234,000;
San Diego – $157,000 – $224,000.
