SUMMARY

The Hazard Mitigation Specialist provides client‑facing technical consulting to federal, state, and local government clients on hazard mitigation program compliance, policy, and procedures. This role is responsible for developing and implementing hazard mitigation plans aligned with FEMA guidelines.

The ideal candidate combines strong technical expertise with excellent customer service skills and the ability to facilitate projects through successful completion.

Job Duties
  • Provide client‑facing technical consulting on program compliance, policy, and procedures.
  • Develop and implement hazard mitigation plans that align with FEMA guidelines, state regulations, and community priorities.
  • Conduct post‑disaster hazard assessments to identify vulnerabilities and possible mitigation measures in infrastructure, housing, and critical facilities.
  • Collaborate with federal, state, and local governments, engineers, and planners to design projects that reduce flood, wind, seismic, or wildfire risks.
  • Provide technical guidance on the FEMA Sections 404, 406, BRIC, FMA, and PDM Hazard Mitigation Programs as well as the HUD CDBG‑MIT program to ensure compliance with federal, state, and local mitigation requirements.
  • Prepare and submit grant applications for FEMA Hazard Mitigation Assistance (HMA) programs, including HMGP, BRIC, and FMA.
  • Assist technical team with development and review of benefit‑cost analysis.
  • Advise on grant and sub‑grant applications to maximize mitigation participation and funding.
  • Optimize procedures and maintain communication and focus.
  • Maintain and track project progress, budgets, and reporting requirements on assigned cases and provide input where necessary in the data management information system to ensure timely and successful completion.
  • Review project worksheets to ensure appropriate mitigation measures are included.
  • Possess an excellent customer service skill set and ability to listen and facilitate work through completion.
  • Provide direction on increasing efficiency and consistency in mitigation projects utilizing best practices.
  • Provide oversight on mitigation staff on assigned projects.
  • Other duties as assigned.
Position Requirements
  • Bachelor’s Degree preferred.
  • 5+ years of experience in mitigation at FEMA, State, Local Level, or private consulting.
  • Knowledge of Federal and State Mitigation programs, regulations, and funding processes, including HMGP, BRIC, FMA, and CDBG‑MIT.
  • Knowledge and experience with engineering principles and practices as they relate to HM programs.
  • Excellent oral and written communication skills for working with diverse stakeholders, from government officials to community members.
  • Ability to prioritize and handle multiple projects in a changing work environment.
  • Able to work independently and / or on a team.
  • Strong organizational and research skills.
  • Strong analytical skills for risk assessment and benefit‑cost analysis.
  • Comfortable interacting with clients and client stakeholders.
  • Proficient computer skills: including MS Word, MS Excel, PowerPoint, Adobe Acrobat.
  • Proficiency with GIS mapping tools, hazard modeling software, or related data analysis platforms (preferred).
  • A passion for building safer, more resilient communities.
