Overview
GEMS is expanding our leadership presence across major public agency capital programs and is actively seeking experienced Project Manager II professionals to join our team. You will serve as an embedded owner's representative, partnering directly with clients to drive delivery of large-scale design and construction programs — including progressive design-build, CMAR, and design-bid-build projects — with total values ranging from $40M to well above $100M.
This is a high-visibility role with real accountability, real impact, and room to grow.
- Own scope, cost, schedule, and operational interfaces for design and construction activities from planning through turnover — including testing, commissioning, and final acceptance.
- Drive on-schedule, on-budget delivery in strict accordance with contractual obligations — and hold the line when it matters.
- Lead stakeholder engagement across client agencies, design teams, contractors, operations groups, and interfacing capital programs.
- Shepherd projects through design development, permitting, construction phasing, non-conformance resolution, and QA/QC processes.
- Identify and resolve complex design, operational, and constructability challenges before they become schedule or cost events.
- Maintain meticulous documentation: manage submittals, RFIs, risk reports, progress reports, and governance packages.
- Support or lead procurement activities — RFPs, GMP development, trade buyout — depending on program phase and role.
- Keep teams aligned, motivated, and performing at their best across multi-disciplinary environments.
You don’t just manage projects — you lead them. Here s what we expect:
- 10+ years of progressive design and construction experience, with a strong preference for active operating environments (airports, transit, hospitals, or similar complex facilities).
- Demonstrated delivery of capital projects $40M or greater, with multi-stakeholder complexity.
- Deep familiarity with delivery methods:
Design-Bid-Build, CMAR, Design-Build, and Progressive Design-Build. - Proven management capability — you can run a room, build alignment, and make decisions stick.
- Exceptional communication skills — written, verbal, and visual. You can brief an executive and walk a job site on the same day.
- A collaborative, solutions-oriented leadership style that keeps morale high and momentum higher.
Bachelor s Degree in Engineering, Architecture, Construction Management, Planning, or related field Preferred Master s Degree (for senior program roles)
