Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $497 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

This position is responsible for fiscal management of complex government and private grants and plays a key role in LAHSA's management of financial resources. This position is responsible for submitting monthly funder requests by or before the due date. To achieve this aim, this role completes complex reconciliations, proposes budget modifications, and responds to funder and management requests.

Essential Job Functions
  • Completes more complex analysis and processes a higher volume of work relative to Analyst position.
  • Creates and submits monthly and semi-monthly funder requests by designated due dates and timely enters accounts receivable into the accounting system.
  • Reviews monthly financial reports, ensures accuracy, and facilitates the creation of any necessary corrective journal vouchers.
  • Works proactively with Budget & Financial Planning and Treasury units to ensure necessary budget modifications are executed, and journal entries are posted.
  • Timely prepares closeout documents for grants to ensure eligible expenditures have been reimbursed, cash has been requested and received in a timely manner, and savings have been identified and reported to the grantors.
  • Accurately completes quarterly closing to reconcile the advance and revenue to the eligible expenditures by preparing analysis and completing the journal entries to recognize the grant revenue by contract level.
  • Communicates information and ideas clearly and concisely, both written and verbally.
  • Evaluates the financial standing of various programs by independently comparing program outcomes to goals to determine performance.
  • Maintaining an automated fund accounting system in accordance with Generally Accepted Accounting Principles and applicable Federal, State, County and City regulations.
  • Assists in establishing, implementing and maintaining internal controls and LAHSA's accounting policies and procedures.
  • Offers innovative enhancements to department operations.
  • Analyzes and interprets financial data and recommend changes to improve systems and financial performance.
  • Assists auditors and grant monitors during annual financial audits.
  • Performs other duties and special projects as assigned.
Knowledge, Skills & Abilities
    • Excellent interpersonal and communication skills

    • Highly proficient in the use of Microsoft Excel and Word.
    • Demonstrated ability to complete automation projects using advanced techniques in Excel
    • Strong time management skills, which include prioritizing assignments and meeting deadlines.
    • Ability to interpret and apply laws, rules, regulations, policies and/or procedures.
    • Strong attention to detail and problem-solving skills.
    • Work well independently and as a member of a team.
Training & Experience
  • Bachelor's degree from an accredited college or university in accounting, finance, economics, business administration or other related field
  • An MBA may be substituted for 1 year of the required experience
  • Minimum of three (3) years of experience conducting financial analysis within a governmental entity or federally funded non-profit organization.
  • Experience in fund accounting and financial grants management of federal, state, county and city funds, including a working understanding of 2 CFR Part 200, fundamentals of the HUD Supportive Housing Program, Emergency Shelter Grant Programs, and general ledger management and maintenance.
  • Experience with fund accounting software, preferably Sage (MIP) Fund Accounting.

Schedule:

The Chief Executive Officer or designee may change the schedule of positions between hybrid and onsite, as necessary to accomplish LAHSA's business needs.
