Position Information

This position, located in the Office of the Commissioner of Revenue (COR), is responsible for coordinating and conducting private sector business license and business tangible property tax audits and auditing financial reports regarding miscellaneous taxes (bank franchise, transient occupancy, cigarette, short-term rental, and meals) to ensure compliance with County and State statutes.

Specific duties include: developing tax audit work plans and project timetables; coordinating and conducting financial tax audit investigations; leading tax audits in field investigations; reviewing financial reports from external consultants, banks, accountants, the Internal Revenue Service and corporate attorneys; interpreting and evaluating internal controls policies and procedures; developing and preparing interim and final audit findings reports; coordinating and conducting exit conferences;

writing audit and management reports; coordinating responses to audit findings appeals; and serving as technical resource to staff in the resolution of complex inquiries. This employee may analyze proposals and recommendations to amendments to the County Board taxation ordinances and may propose State and County legislation/regulation. Employee may conduct statistical analysis and prepare reports using principles, concepts and techniques of statistical sampling and must be able to communicate effectively orally and in writing.

In addition the employee may assist customers in obtaining or renewing business licenses; may explain business tangible or miscellaneous custodial tax rules; may administer the enforcement of the Business License law as it relates to the assessment of business license tax and business tangible tax; and perform other duties as assigned.

Selection Criteria

Minimum:
Tax Auditor III Full Performance Level: Bachelor’s degree in accounting, finance, business administration, public administration or related field plus three years of experience in auditing.

Trainee Level: Bachelor’s degree in accounting, finance, business administration, public administration or related field plus two years of experience in auditing.

Desirable: Preference may be given to candidates with one or more of the following: a) training/experience with state and local business tax regulations; b) Certification as Public Accountant; c) training/experience performing statistical analysis; and/or d) experience working with individuals at multiple levels of a diverse organization.

Special Requirements

A cover letter is required which should be submitted according to the directions in question 1 of the supplemental questionnaire.

Additional Information

This position may be filled at either the full performance level or the trainee level. (Trainee salary range is from $43,368 to $71,718.40.) If a trainee is hired, the employee will serve a training period of not more than 18 months (Length of training period will depend on qualifications). At the end of the training period, employee must meet experience, training and proficiency requirements for the full performance level.

Once the candidate qualifies at the full performance level, a one year probationary period will begin.
