Be part of a nationally recognized program that is transforming lives across Louisiana. As a Resource Specialist Program Monitor within Louisiana’s award-winning Permanent Supportive Housing (PSH) Program
, you will help individuals with disabilities and those experiencing or at risk of homelessness secure safe, stable housing and build pathways toward long-term independence.

In this impactful role, you’ll coordinate critical resources, remove barriers to housing access, support participants through inspections and recertifications, and collaborate with state and community partners to strengthen service delivery. The ideal candidate should possess the following experience:

  • Experience working with housing, community-based services, and/or support services for vulnerable populations.
  • Knowledge of state and federal housing voucher programs, food assistance programs, and/or community support programs.
  • Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services;
  • Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services;
  • A bachelor’s degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services;
  • An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
  • Conducts comprehensive participant assessments to identify housing preferences, resource needs, and potential barriers, ensuring a person-centered approach to permanent supportive housing transitions.
  • Coordinates and monitors completion of housing applications, referrals, supporting documentation, annual recertifications, and required processes to ensure compliance with program guidelines and deadlines.
  • Identifies and addresses housing barriers in both rural and urban areas, including limited housing stock, utility access, transportation challenges, cost of living factors, and competition for support services.
  • Performs housing inspections to ensure properties meet HUD standards for safe, sanitary, and decent living conditions, and monitors ongoing post-transition housing stability and support needs.
  • Develops and maintains collaborative partnerships with community organizations, housing providers, and state agencies to expand resource availability and improve access to housing subsidies, rental assistance, and public benefits.
  • Provides training and technical assistance to regional staff on best practices in resource coordination and monitors policy updates to recommend improvements to PSH procedures and service delivery.
