Job Summary

The Director of Dev Ops and Digital Transformation will lead enterprise-wide initiatives to modernize L.A. Care’s technology delivery capabilities and drive digital innovation. This position is responsible for establishing and scaling Dev Ops practices, enabling continuous integration and delivery (CI/CD), and aligning digital transformation efforts with organizational goals to improve agility, efficiency, and member experience. The position ensures all digital initiatives comply with HIPAA regulations and safeguard Protected Health Information (PHI) and Personally Identifiable Information (PII).

Responsibilities

  • Directs all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct reports. Responsible for driving performance to support the success of L.A. Care’s initiatives and goals. Oversees the development, implementation, administration, and maintenance of the department's programs, policies, and procedures.
  • Conduct strategic planning to utilize resources to meet current and future departmental and enterprise-wide goals. Direct the design and implementation of Dev Ops strategies, tools, and frameworks to support scalable, secure, and automated software delivery.
  • Drive digital transformation initiatives across Information Technology (IT) and business units, including cloud adoption, platform modernization, and AI/automation integration.
  • Ensure all Dev Ops and digital transformation efforts comply with HIPAA, HITECH, and other healthcare regulations.
  • Oversee the implementation of robust security protocols to protect PHI and PII across all systems and platforms.
  • Foster a culture of ownership, continuous improvement, and cross-team collaboration.
  • Develop goals, objectives and action plans for assigned staff, including full management responsibility for hiring, performance reviews, salary reviews and disciplinary matters for direct reports. Promote transparency, continuous improvement, accountability, and shared ownership of enterprise goals. Manage budgets and resources effectively.
  • Collaborate with cross-functional teams to align Dev Ops and digital initiatives with enterprise architecture, data governance, and compliance standards. Ensure alignment with L.A. Care’s mission to serve vulnerable and low-income communities through technology-enabled care delivery.
  • Establish key performance indicators (KPIs) and metrics to measure Dev Ops maturity, deployment velocity, and digital impact.
  • Partner with HR Business Partner (HRBP) and leadership to define new roles and upskill teams in support of transformation goals.
  • Manage vendor relationships and evaluate emerging technologies to support strategic objectives.
Education and Experience

Education Required

  • Bachelor's Degree
  • In lieu of degree, equivalent education and/or experience may be considered.

Education Preferred

  • Master's Degree in Computer Science

Experience

  • Required: At least 7 years of experience in Dev Ops or digital transformation.
  • At least 6 years of experience in leading, supervising and/or managing staff.
  • Proven experience implementing CI/CD pipelines, infrastructure as code, and cloud-native architectures.
  • Experience with on-prem (VMware), multi-cloud (AWS, Azure), and hybrid environments.

Preferred:

  • Experience with AI/ML integration, automation platforms, and digital health tools.
  • Experience with Infrastructure as Code (IaC) tools (Terraform, ARM Templates/Bicep, Cloud Formation).
