Texas Health and Human Services Commission (HHSC) is seeking an experienced Systems Analyst 3 to support People Soft FSCM 9.2 financial system initiatives, with a strong focus on Accounts Receivable and Billing
.

• Analyze business objectives, processes, problems, and system requirements.
• Gather and document detailed business and user requirements.
• Work closely with SMEs and business stakeholders to understand current processes.
• Conduct fit-gap analysis and identify alternative solutions.
• Support implementation of People Soft FSCM 9.2 Accounts Receivable and Billing modules
  .
• Map data between People Soft, legacy systems, and third-party interfaces.
• Analyze system capabilities and determine feasibility of requested system changes.
• Develop detailed functional documentation, including user needs, program functions, and required system modifications.
• Perform hands-on end-to-end system integration testing
  .
• Test integrations with third-party systems and interfaces.
• Support user acceptance testing and defect resolution.
• Prepare and maintain project/system documentation.
• Support training activities and knowledge transfer.
• Collaborate effectively with large, geographically distributed teams.
• Perform additional project activities as required.

Candidates must meet the minimum requirements below:

• 8+ years of experience as a Business Analyst working with People Soft FSCM 9.2.
• 8+ years of experience as a Business Analyst specifically supporting Accounts Receivable and Billing implementations

• 8+ years of experience gathering requirements and conducting fit-gap analysis with SMEs.
• 8+ years of experience performing hands-on end-to-end system integration testing involving third-party interfaces.
• At least 4 years of experience with Microsoft Office 365 applications, including:
  • Word
  • Excel
  • Power Point
  • Visio
• At least 2 years of experience working with Microsoft Teams in a large-team environment
  .

The following experience is preferred:

• 4+ years working with a public-sector organization, including Federal, State, or Local Government.
• 2+ years working with the Texas Comptroller of Public Accounts (CPA) CAPPS Financials system.
• 2+ years of experience with People Soft Approval Workflow Engine (AWE).
• 2+ years of experience with Share Point .
• 1+ year of experience with Jira

• 1+ year working with the Scrum framework
  .
• 1+ year of experience working with STAT
  .
