Job Summary
This position serves as the University's Chief Accounting Officer and reports directly to the Vice President for Business Affairs. The successful candidate will ensure compliance with Board of Supervisors and Board of Regents' policies, university business policies and procedures, state and federal fiscal management laws and regulations, and generally accepted accounting standards. This individual will oversee the general operations of cashiering, general accounting, grants and contracts accounting, plant fund accounting, accounts payable, accounts receivable (including student loans), and financial data control.
Duties and Responsibilities
MANAGEMENT and COMPLIANCE
* Coordinate and oversee the operations of accounting, data control, and other assigned units to ensure compliance with university policies and procedures as well as state and federal laws and regulations.
* Design, establish, and maintain an organizational structure to provide staffing that will effectively accomplish the University's financial goals and objectives.
* Employ, train, supervise and evaluate the department's professional staff.
* Manage, direct, and oversee special projects and assignments such as indirect cost rate determination and negotiation, accounting system developments that impact financial reporting, and improvements in the automated financial and management information systems.
* Establish and implement short and long-range departmental goals, objectives, policies, and operating procedures as well as monitor and evaluate program effectiveness to determine and execute changes required for improvement.
* Direct development, maintenance, and adherence to sound fiscal policies, accounting procedures, and internal financial controls.
BUDGET and REPORTING
* Develop and manage annual budgets for the Controller's Office.
* Oversee the preparation of all required financial statements and reports for internal and external use.
* Oversee the university's external audits and report the results to the appropriate administration as well as implement corrections and improvements as required.
* Represent the university internally to various institutional division levels as well as externally to other government agencies, funding agencies, students and their parents, and/or the general public.
* Perform miscellaneous job-related duties as assigned by the Vice President for Business Affairs.
Minimum Qualifications
Bachelor's Degree in Accounting or Related Field required;
Master's Degree and CPA license preferred; experience directly related to the duties and responsibilities of financial management in higher education and knowledge of Banner software is preferred.
