Program / Project Manager, Operations Manager
Plans, directs, and oversees the activities, projects, and programs in Department of Public Safety to support agency goals.

- Leads multiple sub-units to ensure compliance with operational goals for information systems, contracts, administrative support, and other initiatives
- Directs the development, analysis, and reporting of the annual operating and capital budgets for the assigned area of responsibilities
- Directs operating and financial performance measurement and reporting for assigned area of responsibilities
- Liaises with internal and external clients to drive solutions
- Formulates policy recommendations and advises management on related issues
- Develops and implements work plan goals, objectives, policies, procedures, budget, and work standards for assigned function; monitors progress
- Directs, coordinates, and develops responses to FTA (Federal Transit Administration) and Caltrans audits and follows up on action items reported in audit response through to completion
- Develops recommendations to alleviate and resolve identified problems
- Directs and administers major capital programs
- Represents Metro and department before executive management, the Board of Directors, public agencies, community groups, committees, and professional organizations as assigned
- Chairs and participates in various committees and task forces
- Directs complex technical assignments, including projects and reporting
- Manages, mentors, coaches, and motivates assigned employees to develop and train staff for growth
- Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
May be required to perform other related job duties.
Education- Bachelor's Degree in Business, Public Administration, or a related field;
Master's Degree in a related field preferred
- Five years of relevant senior management‑level experience in one or more of the disciplines managed
Special Requirements
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job‑related essential functions

- Experience developing, operationalizing and/or leading a large behavioral health program
- Experience providing direct services or supervising teams that deliver services to vulnerable or high‑need populations
- Experience managing contracted programs, including coordinating with external partners, monitoring performance, and ensuring compliance
- Theories, principles, strategies, and practices of project management
- Administrative principles, strategies, and methods, including goal setting, streamlining processes, program and budget development and implementation
- Capital and operating budgets
- Public agency procurement procedures and contract management
- Labor/management agreements
- Modern organizational management theory
- Metro operations to understand and navigate the organization
- Applicable business software applications
- Overseeing and managing large-scale projects across all business units
- Developing, directing, and implementing major capital and operational programs
- Planning, organizing, and directing the work of business information systems functions
- Directing, planning, and implementing policies, procedures, budgets, and financial/staffing forecasting
