DEFINITION: Under close supervision, assists Environmental Health Specialists in performing routine tasks associated with the inspection and enforcement of environmental health and consumer protection laws.
CLASSIFICATION STANDARDS: Positions receive administrative and technical supervision from a Chief Environmental Health Specialist and may receive lead supervision from an Environmental Health Specialist. Incumbents are assigned to either a Countywide specialized environmental program—performing routine surveys and assisting with complex assignments in areas such as water and sewage, garment and laundry facility inspection, solid waste, water pollution, vector control, and license enforcement—or a District Environmental Services role—conducting general community surveys, verifying licenses and permits, reviewing complaint investigations, and issuing corrective orders within legal authority.
EssentialJob Functions
- Conduct surveys of food establishments and housing; inventory and review Treasurer/Tax Collector documents to identify errors and discrepancies in permits and licenses.
- Collect revoked or invalid licenses and permits.
- Investigate routine complaints (e.g., mosquitoes, trash, stables, vacant lots).
- Issue orders for clean‑up when required.
- Conduct initial surveys of laundries to ensure proper permits are exhibited.
- Assist Environmental Health Specialists with routine inspections of food establishments, restrooms, and trash facilities.
- Perform initial surveys for rodent presence and assist in planning and monitoring rodent control programs, including limited application of rodent poisons under supervision.
- Assist with equipment monitoring for noise, dust, carbon monoxide, formaldehyde, and illumination; provide materials to the public about regulations and policies.
- Produce diagrams of facilities indicating monitoring areas and report findings to specialists.
- Conduct required live mosquito trapping and sample collection; assist in plague surveillance by trapping rodents, maintaining dusting stations, and applying pesticides under supervision.
- Minimum Education: Completion of 12 semester units or 18 quarter units in Chemistry, Zoology, Microbiology, or Biology from an accredited college or university. A copy of official transcripts with the registrar’s signature and seal must be submitted for verification.
- Driver’s License: A valid California Class C Driver License is required. A copy must be submitted with the application or within 15 calendar days of filing. Successful applicants must also provide a copy of their driving record from the California DMV before final appointment; the license cannot be suspended, restricted, or revoked.
Class 3 – Moderate: Standing or walking most of the time, with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, occasionally lifting objects over 25 pounds, and frequent lifting of 10–25 pounds.
Desirable Qualifications- Experience with Microsoft Excel, Word, Outlook, Access, PowerPoint, or equivalent applications for projects or assignments.
- Experience collecting, analyzing, and interpreting data for school or work projects.
- Customer service experience working with the public.
Applicants must meet the minimum requirements and achieve a passing score of 70% or higher on the evaluation of education and experience to be added to the Eligible Register. Passing the examination and being added to the register does not guarantee an offer of employment.
Eligibility InformationNames of candidates receiving a passing score will be added to the Eligible Register for twelve (12) months. No person may compete in this examination more than once every twelve (12) months. Complete applications are processed on an as‑received basis.
