The posted salary is the full salary range of the position. The anticipated salary upon hire for new employees in the position will typically start at step one of the eight step salary range unless there are special exceptions in accordance with the Housing Authority Personnel Rules.

Definition: Working on-site, the Senior Community Case Manager is responsible for supervising long and short-range training and employment services strategies for youth, young adults, and adults residing in and around HACLA-own developments, surrounding communities and/or the City of Los Angeles or Los Angeles County areas.

Characteristics of the Class: The Senior Community Case Manager works under general direction of a Department Manager, has supervisory responsibilities over assigned case management staff, and as needed, oversees a small caseload; works with staff and external partners in regards to referral services in the long and short-range training and employment services strategies for youth, young adults, and adults. The incumbent supervises the outreach, intake, and assessment of youth, young adults and adults to determine their needs, provide referral services, conduct intensive case management and develop goal oriented service plans, which consist of short and long-range services.

The Senior Community Case Manager also ensures compliance by leading case file audits, facilitating scheduled meetings, and follow up to meet contracted caseload goals and outcomes.

• Serve as the youth, young adult, and adult advocate.
• Provide intensive individual and family case management counseling.
• Supervise assigned staff in the direction of design and development of structured group activities for youth, young adults, and adults.
• Develop and maintain partnerships for programs which support a culture of work through family support programs that assist parents and extended family members needing life management and stress reduction skills and abilities.
• Develop and maintain education resource partnerships to enhance educational outcomes and positive alternative experiences through employment readiness, high school and college preparation and other job preparation training programs.
• Coordinate formal training in conflict resolution, people skills and customer service delivery techniques in partnership with organizations who can train and support staff with appropriate techniques on how to cope with youth, young adults, and adults who may be impacted by chronic trauma and who are/or averse to services.
• Track client and case file statuses, conduct follow‑up and preparation for audits.
• Establish protocols for case management tracking against contract goals and outcomes.
• Collaborate with unit staff on youth, young adult and adults transitioning into the Work Source Center.
• Represent the Housing Authority, the Workforce Development Unit, and the Work Source Center Unit at public speaking engagements and conferences, community meetings, and/or give presentations as needed.
• Perform other related duties as assigned.

Minimum Qualifications: Graduation from a four year accredited college with specialization in the behavioral sciences or related field and a minimum of two (2) years of experience providing counseling/case management to and securing support services for low‑income individuals and/or quality assurance or other transferrable skills

- Associate Degree with specialization in the behavioral sciences or related field and a minimum of four (4) years of experience providing counseling/case management to and securing support services for low‑income individuals and/or quality assurance or other transferrable skills.
