Resident Opportunity And Self-Sufficiency Coordinator

Under general direction, the ROSS Coordinator works with community service providers to tailor services to the needs of eligible residents such as at-risk youth or hard to employ adults, establishes a system to monitor and evaluate service delivery and outcomes, and coordinates with other independent living programs.

The Resident Opportunity and Self-Sufficiency (ROSS) Coordinator is a single incumbent, limited term temporary three-year assignment fully funded by the ROSS-SC grant award. Currently, it is expected that the ROSS-SC grant will fund through the end of May 2029. The position is subject to funding availability and not eligible for any yearly Cost of Living Adjustments during grant period.

Research, develop, and maintain a network of service providers, local community resources, or other supportive services for youth and adults to serve as a liaison between the Authority and outside agencies;
Interview and assess persons who are at-risk and evaluate needs to identify solutions or connect with resources;
Implement case action plans to provide human services for eligible residents individually, as a family, or in other small groups, and aid eligible resident(s)/tenant(s) in mobilizing their inner capabilities and external resources to improve social functioning;
Establish regular contact and maintain effective communication with eligible residents/tenants;
Collaborate with facility management staff;
Complete assessments, document all resident/tenant participants' situation and progress, prepare activity reports, and various documents as required by the US Department of Housing and Urban Development (HUD);
Assists with coordination of onsite events for residents/tenants as appropriate, including workshops, trainings, or other educational events;
Establish and maintain visibility within the community through professional networking, advocacy groups, etc.;
Attend and actively participate in required Resident Service Coordinator training programs and conferences.

Knowledge of local, state, and federal public benefits available to eligible low-income families, including youth, senior citizens, and/or people with disabilities;
Procedures, practices and methods of office functions;
Housing Authority organization, operation, policies and procedures;
Research techniques and technical aspects of area of specialty. Ability to work with multiple service providers to organize, strategize, and coordinate service delivery;
Make prompt and accurate recommendations;
Use sound judgment in the performance of duties;
Deal tactfully and effectively with residents, employees, outside agencies and the public;
Meet schedules and timeliness;
Establish and maintain effective working relationships with others;
Apply and explain established policies, procedures and regulations and recommend an effective course of action;
Communicate clearly and concisely, both orally and in writing.

Associate's degree in Social Services, Human Services, Public Administration, Psychology, Sociology or related field,
-AND- two (2) years of experience in community or social services delivery providing assistance to a vulnerable population or a related field
-OR- an equivalent combination of education, training, and experience. The ideal candidate would have demonstrated working knowledge, training and experience of local services for the at-risk youth or hard to employ adults; the ability to communicate fluently in more than one language is a plus. Must possess a valid California driver's license.
