Job Description

SUMMARY OF PURPOSE

The finance clerk is primarily responsible for providing accounting support and performing accounting and clerical functions; keeping financial records, preparing bills and delivering high-quality customer service.

MINIMUM QUALIFICATIONS

  • Minimum high school diploma; two (2) years college or associate degree preferred, and other criteria established by the Board.
  • Effective organization and time management skills, such as prioritization, multitasking and planning.
  • Excellent customer service skills, with a personable and positive attitude.
  • Excellent communication abilities, including speaking, writing and active listening.
  • Ability to work individually and as part of a team.
  • 3+ years’ experience in a Finance Clerk position.
  • Significant experience with basic bookkeeping procedures and financial transactions.
  • Reliability and close attention to detail.

DUTIES AND RESPONSIBILITIES

  • Reports to Director of Finance.
  • Assists in maintaining financial records.
  • Prepares all invoices for payment.
  • Investigates and resolves all inquiries with billing and invoicing.
  • Maintains customer’s financial information.
  • Maintains vendors’ financial information and files.
  • Assists in posting journal entries into the accounting software.
  • Prepares various financial reports for management.
  • Prepares and maintains budgets for the Clerk’s Office and special projects.
  • Performs other financial activities as required.
  • Prepares forms, correspondence, inter‑department memos for management and departmental support.
  • Administers health and welfare plans, including enrollments, changes and terminations.
  • Reconciles benefits statements, invoices and reviews bills and costs regularly.
  • Works closely with Payroll Coordinator to monitor invoice and payroll deduction process.
  • Maintains knowledge of federal and state regulations related to benefits.
  • Assists with administration of COBRA, Family Medical Leave Act and employees on leave of absence.
  • Processes all new insurance enrollments/terminations and any changes regarding the insurance program.
  • Maintains accurate records for claims, insurance coverage and premiums.
  • Monitors status of life insurance claims.
  • Maintains pending application records and ensures daily filing of benefit forms.
  • Processes new hire and termination/retirement notifications.
  • Prepares new hire benefits packets and employee insurance files.
  • Assists all employees, retirees and COBRA participants with benefit questions.
  • Composes letters, memos, forms and documents as required for the administration of benefits.
  • Calculates benefit eligibility dates and processes paperwork in a timely manner.
  • Performs clerical duties: typing, filing and completing simple forms.
  • Operates office machines and standard office equipment.
  • Answers phones, directs calls and prepares messages.
  • Copies, sorts and files records related to office activities.
  • Prepares letters, memos, forms and reports.
  • Sorts incoming mail and delivers to appropriate department or individual.
  • Maintains filing systems manually or electronically.
  • Assists with accounts payable and accounts receivable bookkeeping and banking tasks.
  • Performs duties assigned by appropriate authority.
