Duties and Responsibilities Fraud Investigation and Case Management- Receive, review, and track referrals involving suspected student fraud, identity theft, ghost student activity, enrollment fraud, academic credential fraud, and online course impersonation.
- Conduct preliminary reviews of reported concerns and gather relevant documentation from appropriate college offices.
- Maintain organized and complete case files, including referral information, identity verification documents, communication records, investigative notes, institutional actions, and final case outcomes.
- Coordinate with Admissions, Financial Aid, Registrar, Academic Affairs, Information Technology, Accounts Receivable, Campus Police, and Judicial Affairs to collect information needed for case review.
- Prepare case summaries and recommendations for review by the Vice Chancellor for Student Affairs.
- Monitor pending cases to ensure timely follow-up and resolution.
- Assist in identifying cases that may require referral to Judicial Affairs, Campus Police, external agencies, or other appropriate offices.
- Review identity verification concerns involving admissions, enrollment, financial aid, online coursework, and student records.
- Coordinate the collection and review of identity verification documentation submitted by students.
- Support verification processes for students who fail identity verification or whose accounts are flagged for suspicious activity.
- Review patterns that may indicate fraudulent enrollment, identity verification evasion, duplicate identities, ghost student behavior, or unauthorized account use.
- Coordinate with Information Technology and online learning staff, when appropriate, to review login activity, course participation concerns, and other available indicators of student account misuse.
- Assist with recommendations related to account holds, account inactivation, reinstatement eligibility, or other institutional actions consistent with College policy and procedure.
- Maintain documentation necessary to support institutional compliance, audits, investigations, and external reporting obligations.
- Assist with preparation of reports or referral packets for the Office of Inspector General, U.S. Department of Education, Louisiana Bureau of Investigations, Louisiana Community and Technical College System, Attorney General’s Office, law enforcement agencies, or other appropriate entities.
- Track cases involving financial aid disbursement, outstanding balances, collections activity, or potential institutional financial exposure.
- Assist with institutional responses to subpoenas, search warrants, search and seizure warrants, and other lawful requests for records, in coordination with appropriate College officials.
- Ensure records are maintained in accordance with College retention procedures, FERPA, and applicable confidentiality requirements.
- Prepare periodic internal reports summarizing fraud trends, case volume, pending matters, outcomes, and recommended process improvements.
- Assist with the development of fraud prevention procedures, internal guidance documents, checklists, communication templates, and reporting tools.
- Provide training and guidance to faculty and staff on fraud indicators, reporting expectations, identity verification concerns, and documentation requirements.
- Support cross-department coordination to improve fraud detection, prevention, and response processes.
- Monitor emerging fraud trends affecting higher education and recommend updates to College procedures as needed.
- Participate in meetings, work groups, and policy review efforts related to student identity verification, fraud prevention, enrollment integrity, student conduct, and compliance.
