GENERAL SUMMARY AND POSITION PURPOSE

Conducts research on potential funding sources and grant opportunities for maintenance or expansion of Tribal programs and services. Coordinates planning, organization, preparation, and administration of grants. Monitors grants to ensure compliance with grant requirements and established policies, procedures, and regulations.

MINIMUM QUALIFICATIONS
  • Bachelor’s degree in English, communications, public administration, business administration, accounting, finance, nonprofit management, or related field.
  • Three (3) years of progressively responsible experience in grant development, grant administration, compliance monitoring, program management, or similar work.
  • A combination of relevant education and related work experience may be considered.
DUTIES, FUNCTIONS, AND RESPONSIBILITIES

  • Identifies and researches corporate, foundation, and government sources of funding.
  • Met with program staff to determine funding needs and departmental goals; explores potential funding opportunities.
  • Coordinates planning and preparation of grant proposals according to established proposal requirements and submission deadlines.
  • Provides technical assistance and guidance to staff in planning, preparation, policies, regulations, and procedures of grant proposals; assists with interpretation of funding agency regulations and requirements.
  • Provides assistance to program directors in preparing comprehensive budget justifications.
  • Assists program directors in compiling and producing integrated grant submissions and reporting that comply with funding agency requirements.
  • Maintains complete and accurate database of grant program requirements.
  • Creates and distributes standard and special reports, studies, summaries, and analyses as requested.
  • Provides monthly grant reporting to the CFO for Tribal Council reports.
  • Monitors and coordinates the administration of post-award grants to ensure compliance with funding requirements.
  • Monitors grant-funded programs for compliance with federal, state, tribal, and funding agency requirements.
  • Conducts periodic reviews of grant activities, expenditures, documentation, and reporting requirements to ensure compliance.
  • Regularly executes the drawdown of funds from grant portals.
  • Coordinates and supports grant-related audits, monitoring visits, and compliance reviews.
  • Maintains documentation necessary to demonstrate compliance with grant requirements and record retention policies.
  • Develops and maintains a library of reference documentation including funding agency requirements, forms, abstracts, literature, and other pertinent materials.
  • Interfaces with grant agencies and Tribal Management System personnel to ensure programs/departments are managed in compliance with applicable regulations and Tribal Management System policies and operating procedures governing Personnel, Finance, Contracting, Administration, Records, Facilities, Property, Workplace Health & Safety and other administrative functions of the Tribal government.
  • Assists departments in developing procedures and internal controls to support grant compliance and accountability.
  • Maintains and updates the SEFA on a continuous basis throughout the year.
  • Recommends and/or takes corrective actions when fiscal, contracting, administrative, or compliance risks or deficiencies are identified.
  • Identifies potential compliance risks and recommend mitigation strategies to Tribal leadership and program managers.
  • Builds and fosters effective working relationships with others using tact and diplomacy.
  • Prepares comprehensive and concise verbal and written reports, to assist department leadership, for internal and external use.
