Location: Belle Chasse

The SEMS Coordinator is responsible for implementing, managing, and continuously improving the Safety and Environmental Management System (SEMS) for safe, efficient, and reliable offshore well Plug & Abandonment operations. This role ensures compliance with BSEE SEMS II (30 CFR 250 Subpart S), company policies, industry best practices and applicable well‑abandonment regulations, while supporting safe and reliable offshore P&A operations.

The SEMS Coordinator serves as a critical interface between the operator, operations, contractors, and regulatory agencies to ensure hazards associated with P&A activities are identified, controlled, and effectively managed.

Key Responsibilities SEMS Implementation for P&A Operations
  • Implement and maintain SEMS requirements specific to offshore P&A activities
  • Ensure SEMS elements are integrated into P&A execution plans, work programs, and daily operations
  • Maintain controlled SEMS documentation
Regulatory Compliance & Interface
  • Ensure compliance with BSEE SEMS II and well abandoning/decommissioning requirements
  • Support regulatory inspections, audits, and information requests related to offshore P&A campaigns
  • Coordinate documentation and responses for BSEE audits and incident follow‑ups
Well Risk & Hazard Management
  • Support identification and management of hazards
  • Verify hazard analyses (JSA, JHA, HAZID) address P&A‑specific risks
Contractor & Third‑Party Oversight
  • Review contractor SEMS programs, bridging documents, and safety plans
    • Monitor contractor SEMS compliance and safety performance during offshore P&A campaigns
    • Support contractor onboarding and offshore orientation
Management of Change (MOC)
  • Ensure changes are evaluated for safety and environmental risks and approved prior to execution
  • Coordinate reporting and investigation of incidents, near misses, and well control events
  • Support root cause analysis and development of corrective/preventive actions
  • Track trends and lessons learned related to P&A operations
Training & Competency Assurance
  • Coordinate P&A‑related SEMS training for personnel and contractors
  • Verify offshore personnel meet required well control, intervention, and safety training
  • Track competency and training records relevant to P&A activities
Audits & Assurance
  • Plan and coordinate SEMS audits supporting offshore P&A operations
  • Track audit findings, corrective actions, and verification of close‑out
  • Support annual BSEE‑required third‑party SEMS audits
  • Participate in SEMS management review meetings and P&A readiness reviews
  • Analyze KPIs, incident data, and audit results to improve P&A safety performance
  • Recommend improvements to procedures and controls for future abandonment campaigns
Required Qualifications
  • Bachelor’s degree in Safety, Engineering, Environmental Science, or related/equivalent experience
  • 3–5+ years experience supporting oil & gas, well intervention, or decommissioning operations
  • Working knowledge of BSEE SEMS II and offshore well abandonment activities
  • Experience with audits, MOC, and incident investigations
Preferred Qualifications
  • Experience with offshore rigless P&A
  • SEMS or HSE certifications
Knowledge, Skills & Abilities
  • Strong understanding of offshore P&A hazards and well lifecycle risks
  • Excellent communication and coordination skills across multi‑contractor operations
  • High attention to detail and documentation accuracy
  • Ability to operate in offshore and fast‑changing operational environments
Working Conditions
  • Office environment with occasional offshore site visits as required
    • Must be able meet offshore medical, safety, and training requirements
