This position supports Entergy’s strategy to secure federal and other non revenue infrastructure funding and ensures compliance across all jurisdictions. It directly supports the federal infrastructure team and helps build and maintain the compliance framework for projects funded through federal programs. The role manages day to day contract and compliance oversight, working with corporate compliance, internal auditing, capital projects, and other departments.

It also provides leadership in contract negotiations and serves as the contracts administrator for federal grants, including those from the Department of Energy or related agencies.

• Support designing, implementing, monitoring, and adjusting strategies to ensure infrastructure compliance with applicable policies and standards.
• Support building out the compliance framework and coordinate with DOE and other federal and state organizations; work directly with consultants on compliance framework activities.
• Work directly with internal auditing to establish audit protocols and with corporate compliance to align compliance infrastructure.
• Coordinate with external affairs, corporate compliance, internal auditing, legal, regulatory, finance, accounting, capital projects, system planning and operations, power generation, supply chain, transmission, distribution, legal commercial transactions, and all operating companies.
• Support compliance, negotiation, and grant application efforts for all federal and/or state funded projects to ensure alignment with company objectives.
• Develop risk ‑ based compliance testing of procedures and controls to identify, detect, and correct noncompliance.
• Analyze contracts to ensure compliance with federal and state laws and regulations.
• Establish communication and training initiatives to inform stakeholders about compliance requirements.
• Build rapport with capital projects teams and finance business partners to ensure strong financial controls.
• Establish and track KPIs for compliance performance and infrastructure funding; coordinate with external affairs.
• Provide weekly and monthly coordination updates for Federal Infrastructure Policy leadership.
• Take necessary steps to minimize project risks and ensure all records are accurate and up to date.
• Liaise with and support project managers to ensure safe and proper project execution.
• Ensure compliance with the company’s work health and safety policies, standards, and procedures.
• Attend meetings, assess project progress, prepare monthly project reports, and deliver presentations as needed.
• Manage day ‑ to ‑ day compliance for federal and/or state funded grants, including documentation, procurement compliance, construction compliance, and audit ‑ ready recordkeeping.
• Maintain records for federal and/or state reporting, cost tracking, match documentation, and subrecipient monitoring to meet DOE reporting requirements.
• Coordinate reimbursement requests and ensure costs are allowable, supported, and compliant with federal regulations (2 CFR 200).
• Manage budget, scope, and timeline modifications requiring DOE Contracting Officer approval.

Bachelor’s degree in a technical, business, policy, or related field preferred OR High school diploma plus 7 years of utility or related experience in lieu of a degree.

Master’s degree or advanced degree desired

Compliance-related certifications (e.g., contract administration, contract law, project management) are a plus.
