Responsible for developing bidder lists and issuing construction task Requests for Offers (RFO).Will organize and perform pre-bid conferences, coordinate bidder questions/responses during the RFO phase, evaluate proposals, conduct negotiations, perform cost and/or price analysis. Provide procurement manager with input on any tradeoff acquisitions.

Prepares award recommendation file documentation for consent packages and advance notifications for DOE approval, as required; and will execute subcontract documents.

Provides coordination to ensure that all post award submittals to include, but not limited to, performance and payment bonds, insurance certificates, quality, safety, and security documents are approved prior to issuance of Notice To Proceed with work.

Holds pre-construction conference with subcontractor and all applicable technical personnel at the job-site prior to commencement of work.

Conducts timely and proactive post-award administration of subcontracts which may include travel to SPR site locations for on-site administration including, but not limited to, monitoring subcontractor’s performance to approved construction schedule; interpretation of FAR and DEAR clauses relative to subcontract changes and performance; coordination with interdepartmental divisions to respond to subcontractor Request For Information;
Differing Site Condition Notices, negotiates changes; review and validate subcontractor invoices.

Attends status meetings with the DOE as required; participate in meetings with the subcontractor to monitor current activities and two week look ahead, etc.

Confers with interdepartmental divisions regarding changes to the scope of work, requirements, specifications, etc.

Prepares and issues Lowest Price Technically Acceptable, or Best Value solicitation documents and subcontract modifications to ensure that the subcontractor has a complete understanding of the technical and contractual requirements applicable to the change.

Receives and evaluates proposals and awards subcontract modifications within his/her delegation of authority.

Prepares consent packages and advance notifications for DOE approval as required.

Negotiates and performs cost and/or price analysis on all proposed subcontract modifications and/or claims.

Maintains complete and current audit-ready files that document all actions and correspondence affecting administration of assigned subcontracts and acquires releases from the subcontractor, and perform all other activities for final close-out of the subcontract.

Job Opening and Closing Dates: 8/05/2026 - 8/20/2026

Qualifications:

** Position could be filled as a regular Construction SCA or a Senior Construction SCA depending on years of experience

* MINIMUM QUALIFICATIONS:

REQUIRED:

Bachelors degree from an accredited college and three (3) years of construction subcontract administration experience.

ORHS Diploma and seven (7) years direct subcontract administration experience with a demonstrated proficiency in negotiations, commercial law and administration.

SENIOR REQUIREMENTS include Bachelors degree and 7 years or HS diploma and 15 years experience

Experience in the administration of Fixed Price Contracts. Including experience with engineering designed packages pertaining to, but not limited to, construction tasks, production facilities, or processing plants.

Must possess proficiency in Microsoft Word and Excel Office products and demonstrate knowledge and proficiency in Internet based electronic commerce tools.

Must have experience utilizing ERP systems (SAP preferred).Must have verbal communication skills, analytical skills in pricing and price/cost analysis.

Must have a working knowledge of purchasing principles and applications, commercial law, and knowledge of federal regulations; FARs, DFARs, and Department of Energy Regulations (DEARs).CERTIFICATIONS, LICENSES DESIRED:

Certified Purchasing Manager (CPM) certification

Mechanical, electrical, and/or civil contract experience

Oil and Gas Industry knowledge

Experience with Davis Bacon Act prevailing wages
