Main Purpose

Support the planning, estimating, execution, and monitoring of capital construction projects. This role will be responsible for developing and validating construction estimates, performing quantity take-offs, supporting bid package development, tracking installed quantities, evaluating contractor progress, and providing cost-related insights throughout the project lifecycle.

The successful candidate will work closely with Project Controls, Project Management, Construction Management, Engineering, Procurement Teams and Contractors to ensure accurate cost forecasting, progress measurement, and effective project controls practices.

Key Responsibilities:

Estimating & Cost Development

  • Prepare conceptual, budgetary, and detailed construction estimates for capital projects.
  • Develop quantity take-offs from engineering drawings, specifications, and design models.
  • Support estimate validation and benchmarking using historical project data and industry standards.
  • Analyze labor, equipment, material, subcontractor, and indirect costs.
  • Assist in developing project budgets, cost breakdown structures (CBS), and control accounts.
  • Evaluate scope changes and provide cost impact assessments.

Bid Package Support

  • Assist in developing construction bid packages, scopes of work, and bid documentation.
  • Quantify work packages to support tendering and contractor pricing.
  • Participate in contractor bid evaluations and commercial comparisons.
  • Validate contractor quantity submissions and estimate assumptions.
  • Support procurement and contracting teams during bid clarification and negotiation phases.

Quantity Tracking & Progress Measurement

  • Establish quantity tracking systems for key project disciplines.
  • Monitor installed quantities against estimate, budget, and schedule baselines.
  • Verify contractor-reported progress and earned quantities.
  • Support earned value management (EVM) and productivity analysis.
  • Track quantity growth, scope changes, and field progress trends.
  • Develop quantity-based performance and progress reports.

Project Controls Support

  • Collaborate with cost engineer and scheduler to integrate quantities, costs, and schedules.
  • Support forecasting of construction costs and productivity performance.
  • Assist with monthly project controls reporting and management reviews.
  • Identify cost and quantity variances and recommend corrective actions.
  • Maintain estimating and quantity tracking databases for future benchmarking.

Coordination

  • Work closely with Engineering to understand design changes and quantity impacts.
  • Coordinate with Construction Management and contractors to validate field progress.
  • Support project reviews, audits, and change management processes.
  • Communicate cost and quantity trends to project stakeholders.
Requirements:

Education

  • Bachelor's degree in Quantity Surveying, Construction Management, Civil Engineering, Engineering Technology, or related discipline.

Experience

  • 15+ years of experience in estimating, quantity surveying, project controls, or construction cost management.
  • Experience supporting industrial, chemical, manufacturing, infrastructure, or large capital projects preferred.
  • Experience with EPC, EPCM, or owner-side project environments is highly desirable.

Technical Skills

  • Strong knowledge of construction estimating methodologies and quantity take-off practices.
  • Ability to interpret engineering drawings, P&IDs, civil, structural, mechanical, piping, and electrical drawings.
  • Experience with estimating and project controls software.
  • Advanced Microsoft Excel skills.
