Position: Site Safety and Health Officer (SSHO)

Project: U.S. Army Corps of Engineers (USACE) Project

Employment Type: Full-Time

Location: Kaplan, LA and New Orleans, LA

Position Summary

We are seeking an experienced Site Safety and Health Officer (SSHO) to oversee and manage all site safety and health requirements for a U.S. Army Corps of Engineers (USACE) construction project. The SSHO will be responsible for implementing the project Safety and Health Program, conducting inspections, identifying and correcting hazards, and ensuring compliance with applicable federal, state, and project-specific safety requirements.

The ideal candidate will have a strong background in USACE construction safety and be thoroughly familiar with EM 385-1-1, Safety and Health Requirements Manual
, as well as USACE safety and health procedures.

Required Qualifications
  • Minimum 5 years of experience serving as an SSHO on USACE projects.
  • Current CPR and First Aid certifications required.
  • Demonstrated knowledge and working experience with USACE safety requirements and procedures
    .
  • Thorough familiarity with EM 385-1-1, Safety and Health Requirements Manual
    .
  • Experience implementing and maintaining project-specific Safety and Health Plans (SHP).
  • Ability to conduct daily safety inspections and identify, document, and correct unsafe conditions and practices.
  • Experience conducting and documenting safety meetings, toolbox talks, orientations, and training.
  • Ability to review Activity Hazard Analyses (AHAs), Job Hazard Analyses (JHAs), and other safety documentation.
  • Strong understanding of OSHA regulations and applicable federal, state, and local safety requirements.
  • Excellent communication, documentation, organizational, and leadership skills.
  • Ability to work effectively with project management, subcontractors, government representatives, and field personnel.
Key Responsibilities
  • Serve as the primary on-site safety and health representative for the project.
  • Implement and enforce the project's Safety and Health Program in accordance with EM 385-1-1 and contract requirements.
  • Conduct daily and periodic site safety inspections.
  • Identify hazards and ensure timely corrective action.
  • Review and maintain AHAs, safety plans, inspection reports, training records, and other required documentation.
  • Conduct and document safety orientations, toolbox talks, and safety meetings.
  • Monitor subcontractor safety performance and compliance.
  • Coordinate with the USACE Resident Office, project management, subcontractors, and other stakeholders on safety-related matters.
  • Investigate incidents and near misses and assist with required reporting and corrective actions.
  • Maintain current safety certifications and ensure required project safety documentation remains up to date.
  • Promote a strong safety culture throughout the project workforce.
Preferred Qualifications
  • OSHA 500 – Trainer Course in Occupational Safety and Health Standards for the Construction Industry.
  • CSP, CHST
    , or other recognized professional safety certification.
  • Experience with USACE, Department of Defense (DoD), or other federal construction projects.
  • Familiarity with USACE safety documentation, RMS, and project-specific reporting requirements.
  • Experience working on complex construction projects with multiple subcontractors and active work areas.

Required: Candidates must possess current CPR, First Aid, and OSHA 30-Hour Construction certifications and have at least five (5) years of experience as an SSHO on USACE projects
