Responsibilities

Under the general direction of the Chief, Office of Engineering Services, the incumbent supervises the Region Office Engineer Branch in Eureka. Directs the work of Specification Engineers in the development and review of plans, specifications and estimates (PS&E) for highway improvement projects. The incumbent works independently on most assignments. Plan and direct the work of Specification Engineers responsible for the review of plans and the preparation of contract specifications, estimates and transmittal reports.

Coordinate with other Project Development Branch Chiefs, Project Managers, and Headquarters Office Engineer on a region-wide basis to process final PS&E and DCR/RTL deliverables for advertising. Coordinate the preparation of addenda to the PS&Es.

Telework and Travel

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. The selected candidate may be required to commute to the headquartered location as needed. Business travel may be required, and reimbursement considers the employee’s designated headquarters location and may be subject to CalHR regulations or applicable bargaining unit contract provisions.

All commute expenses to the headquartered location are the responsibility of the selected candidate.

Minimum Requirements

Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers is required. Possession of a valid driver’s license is required when operating a State owned or leased vehicle. Statement of Qualifications (SOQ) is required. Failure to submit a SOQ will disqualify candidates from the hiring process.

Qualifications and Experience (Selected Highlights)
  • Describe your experience with Caltrans Project Development process, FHWA Stewardship Agreement, Plan Preparation Manual, Construction Contract Development Guide, Best Bids Standards
  • Describe your experience developing/reviewing District PS&E for highway projects

Possession of Minimum Qualifications will be verified prior to interview and/or appointment. If eligibility is based on education, provide unofficial transcripts/diploma for verification. Foreign transcripts/degrees require US equivalency evaluation.
