Develop and institute reliability, asset management, and mechanical integrity programs, systems, processes, and solutions that meet regulatory requirements. Acquire and analyze data, and prepare diagrams, charts, drawings, calculations, and reports for defining recommendations to improve reliability. Define and institute the elements, sub-elements, systems, processes, standards, practices, and procedures for asset management, reliability, and mechanical integrity programs that yield a world-class maintenance and reliability program.

Institute equipment criticality process, condition monitoring, Preventive Maintenance (PM) Optimization, Root Cause Analysis (RCA), failure investigation, failure analysis, and history reporting. Develop and implement Reliability Centered Maintenance (RCM) program for the terminal. Provide stewardship to ensure effective utilization of CMMS and software tools for managing terminal assets. Verify data and specifications for assets and provide updates and corrections to ensure the information is centrally managed, valid, and readily available when needed.

Develop and implement reliability metrics, dashboards, and scorecards that will provide the state of the health and reliability performance of terminal assets. Identify reliable bad actors, gather and analyze failure data to identify defects, and implement focused solutions to eliminate defects. Manage and support multiple constructions, CAPEX, and Reliability initiative projects simultaneously. Review, verify, and redline construction blueprints prior to CHS approval and construction.

Create construction schedule and budget, and ensure budget, project specs, deadlines, material deliveries, and quality assurance are met. Continuously evaluate project status to ensure contract agreement is met, identify, and facilitate what extra resources are needed to keep the project on course.

The position requires domestic travel up to 50% of the time as is customary and needed for the occupation. Supervise 27 (twenty-seven) subordinates with the following titles:
Electricians (9), Millwrights (14), Greaser (1), Laborer (3).

The qualified candidate must have at least a Bachelor’s degree or foreign equivalent degree in Engineering, Manufacturing Engineering, Mechanical Engineering, or a closely related field.

The qualified candidate must have at least 7 years (84 months) of progressive, post-bachelor’s experience with all the following:

• Ensuring adherence to inspection, vibration, thermography, tribology, ASME codes, API standards, and OSHA requirements in the refinery industry;
• Conducting root cause failure analysis;
• Reading blueprints and understanding detailed construction plans;
• Negotiating change orders;
• Developing and conducting corrective, preventative, predictive and shutdown maintenance programs and schedules;
• Analyzing data to identify reliability bad actors;
• Developing methods to improve reliability, increase production, eliminate defects and reduce failures;
• Conducting life cycle cost analysis and developing processes to extend asset life;
• Utilizing the following tools/technologies/regulations: CMMS systems, Maximo, SAP, JDE, API 610 ANSI/ASME pumps, API RP 571 Damage Mechanisms, API/ASME 579 FFS, PAS 55, ISO-14224 and ISO-55000.
