Bachelor’s degree in civil engineering or related field such as construction management. Advanced degree is preferred.
DesiredSkills and Experience:
Five to ten years of program management, project management, construction management, or engineering experience with a track record of successful delivery of programs/projects on time and within budget. A Professional Engineer license is preferred. Project Management Professional (PMP) certification is highly desirable. Strong written and interpersonal skills, strong organizational skills, must possess the ability to prioritize assignments and build strong relationships.
Must exhibit strong proficiency in Microsoft Word, Excel, and PowerPoint as well as project management systems such as project scheduling, scoping, budgeting, cost analysis, resource analysis, and reporting. Experience working on construction projects for the City of New Orleans and/or State of Louisiana is preferred.

DescriptionSenior leadership-level position in the City of New Orleans Joint Infrastructure Recovery Request Team with overall responsibility for the delivery of capital programs and projects on schedule and within budget. Manage the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of all assigned programs and projects.
Supervise and direct assigned technical and administrative staff. Oversee Consultants and Contractors for design and construction. Serve as the primary point of contact, as needed, for other external agencies on assigned programs/projects. Provide City management with accurate and ongoing status reports, recommend solutions for project issue resolution, coordinate design quality control and assurance, and manage contract, budget, and claims.
Serve as program manager for a large, diverse portfolio of street, streetscape, and other public infrastructure projects. Applies an extensive knowledge of management concepts, principles, methods, and practices as well as knowledge of methods, practices,and processes of engineering and science disciplines. The position requires a broad technical background and experience in various functions; a full and in-depth understanding of procedures and authorization and appropriation processes;
and a strong management background.
Must be able to establish strong, productive, collaborative relationships and work closely with stakeholders and internal City staff to define scope of work, resource requirements, budgets, schedules, and deliverables. Prepare and periodically review and/or update project execution plans. Communicate effectively with stakeholders, subordinates, team members, and senior management. Provide design and engineering oversight to ensure projects are designed and constructed to serve the needs of the end user and to reduce maintenance costs.
Ensure that program and project work is completed on time and on budget; focus on meeting contract scope and terms and conditions. Monitor significant deviations/inconsistencies, program and project progress, and take corrective action when needed. Interface daily with external and internal clients to review program and project plans, budgets, status reports, and deliverables. Ensure that work product meets defined standards.
Lead program activities including presentations and communications, contract negotiations, amendments, change orders, and contract claims.
