Emergency Services Operations Officer PARAMEDIC (Part-time)
FLSA 207K Wage Plan Full-Time 2760 hours/yea
Primary work is of a nature requiring medical, fire, technical and administrative skills in the operations and oversight of the varied emergency planning, emergency response and emergency recovery of disaster programs of the County. Employee exercises independent judgment and discretion in decision making in providing emergency management services under the direct authority of the County Emergency Services Director.
Essential FunctionsThe following duties are typical for this position. These are not to be construed as exclusive or all inclusive.
Other duties may be required and assigned.
- Respond to medical and fire emergencies promptly and efficiently.
- Recruit and train volunteers.
- Coordinate and perform daily operational services of the Emergency Operations Center.
- Coordinate response to emergencies and disasters.
- Coordinate disaster management assessment, recovery effort and mitigation efforts.
- Train the public and various groups on emergency preparedness, warnings and measures.
- Plan and provide emergency services education for public and private entities.
- Participate in meetings on disaster and emergency services issues by giving information and answering questions.
- Assist in planning and directing plans among local and state emergency departments and responders.
- Prepare short‑ and long‑range plans and department records.
- Develop volunteer resources to support disaster and emergency planning, response and recovery.
- Maintain operational Emergency Operations Center readiness 24/7.
- Respond as EMS/Fire first responder to emergencies.
- Monitor weather conditions.
- Complete necessary paperwork and reports required by state or local government.
- Protect life and property within the County following all legal and departmental procedures.
- Provide first aid and public relations and information programs to citizens.
- Conduct demonstrations, educational seminars and public relations programs on community safety.
- Supervise assigned personnel, paid or volunteer, including training, instruction, assignment, performance evaluation.
- Catch and confine stray animals.
- Act as liaison and counsel with other departments, agencies and organizations.
- Participate in disaster services and emergency planning workshops and conferences.
- Perform routine administrative and clerical work.
- Perform other duties as directed by the County Emergency Services Director.
- Attendance is required.
- High school diploma or GED.
- At least one year of public‑contact work involving planning, organizing or controlling resources; or 30 semester hours of college coursework per year of required experience.
- Paramedic and CPR certifications required;
Firefighter 1 certification preferred. - Willingness to obtain NIMS, Jump/Jump Start, Mandatory Reporter, and Operational Hazmat certifications.
- Willingness to obtain required certifications from the Iowa Firefighters Association and Emergency Services Department.
- Excellent communication skills.
- Ability to build effective working relationships with employees and the public.
- Strong organizational and planning abilities.
- Knowledge of state and federal guidelines for emergency response.
- Ability to recruit and train volunteers.
- Physical ability to lift 50–85 pounds.
- Valid driver’s license and insurance.
- Successful completion of physical exam, back screen, vision, hearing, DOT drug screen and background check.
