Human Resources Director

Centrally located and serving as the eastern anchor of the San Francisco Bay Area and Silicon Valley, the City of Fremont (pop. 233,974) is the region’s fourth-largest city and a vibrant center of innovation, culture, and community life. The Human Resources Department, supported by 19 talented team members and a FY 2026/27 budget of approximately $5.7 million, provides a comprehensive range of human resources services supporting the City’s diverse and high-performing workforce.

The City seeks an accomplished, well-rounded human resources professional to serve as a strategic partner and trusted advisor across the organization. This knowledgeable and collaborative leader will bring emotional intelligence to navigate complex issues and build productive relationships. The candidate selected will also be an effective change leader and team builder committed to employee engagement, organizational development, and exceptional customer service.

Ideal candidates will bring seven years of progressively responsible public-sector personnel experience, including two years supervising and managing professional human resources staff, and a Bachelor’s degree in a related field. A Master’s degree is desirable.
