Overview
Involved in the full procurement cycle, including development of the procurement strategy, request for proposal requirements, proposal evaluations, awards, and administration—including close‑out—of subcontracts. Conducts pre‑bid and pre‑award conferences with subcontractors and technical personnel at NOLA or the job site prior to work commencement. Manages timely post‑award administration of subcontracts, which may include travel to SPR sites for on‑site administration, monitoring subcontractor performance against approved schedules, interpreting FAR and DEAR clauses related to subcontract changes and performance, coordinating with interdepartmental divisions for RFIs and change notices, and attending weekly status and activity meetings.
Responsibilities- Maintain complete files documenting all actions and correspondence affecting subcontract administration and acquire releases from subcontractors for final close‑out.
- Prepare and issue Lowest Price Technically Acceptable or Best Value solicitation documents and subcontract modifications to ensure subcontractors fully understand technical and contractual requirements.
- Receive, evaluate proposals and award subcontract modifications within delegated authority.
- Negotiate and perform cost and/or price analysis on all proposed subcontract modifications and/or claims.
- Prepare consent packages and advance notifications for DOE approval as required.
- Bachelor’s degree from an accredited college and five to seven years of direct subcontract administration experience, or high school diploma and ten years of direct subcontract administration experience with demonstrated proficiency in negotiations, commercial law, and administration.
- Experience in the administration of Fixed‑Price, Time & Material, and Cost‑Reimbursable contracts.
- Experience with engineering‑designed packages for service tasks, production facilities, or processing plants.
- Proficiency in Microsoft Word and Excel Office products and knowledge of internet‑based e‑commerce tools.
- Excellent negotiation, verbal communication, and analytical pricing and cost‑analysis skills.
- Working knowledge of purchasing principles, commercial law, and federal regulations (FARs, DFARs).
