OUR MISSION

Our mission is to ensure the physical, operational and financial integrity of the regional flood risk management system, in southeastern Louisiana as a defense against floods and storm surge from hurricanes. We accomplish this mission by working with local, regional, state and federal partners to plan, design, construct, operate and maintain projects that will reduce the probability and risk of flooding for the residents and businesses within our jurisdiction.

THE ROLE

The Police Superintendent serves as the chief law enforcement officer of the Southeast Louisiana Flood Protection Authority-East (SLFPA-E) and oversees the police personnel of the Orleans and East Jefferson Levee District Police Departments. The Superintendent provides strategic leadership, operational oversight, fiscal accountability, and executive management for all law enforcement functions supporting the Authority's mission to protect critical flood protection infrastructure, employees, assets, and the citizens of Southeast Louisiana.

This is an unclassified position that serves at the pleasure of the SLFPA-E Board of Commissioners.

This position requires executive judgment, political acumen, exceptional ethical standards, and the ability to lead a highly specialized law enforcement organization operating within one of the nation's most critical flood protection systems.

The incumbent in this position is the appointing authority and supervises law enforcement personnel, including direct supervision of one administrative assistant, two Police Captain positions overseeing the subordinate Levee District Police Departments, one Communications Supervisor, and two Administrative Lieutenant positions.

Essential Duties and Responsibilities
  • Provides executive leadership and strategic direction for all law enforcement operations
  • Provides executive oversight of the department's fiscal and administrative operations
  • Leads development initiatives, succession planning efforts, and continuous improvement strategies
  • Establishing departmental policies, directives, and standard operating procedures
  • Ensures compliance with all applicable federal, state, and local laws, Louisiana POST standards, Civil Service, departmental policies, and professional policing standards
  • Serves as the primary liaison with applicable agencies
  • Serves as a key member of the Authority's emergency management team
Work Environment

The Superintendent works in both office and field environments and may be exposed to hazardous conditions associated with law enforcement and emergency response operations.

Must be available twenty-four (24) hours per day during emergency operations and disaster events.

May be required to work extended shifts, weekends, holidays, and overnight operations during declared emergencies.

Minimum Requirements
  • Minimum of ten (10) years progressively responsible commissioned law enforcement experience
  • Minimum of five (5) years in executive command (Captain or above)
  • Proof of completion of executive law enforcement leadership training
  • Level 1 POST Certified
  • Valid Louisiana Driver's License
  • Ability to obtain Levee Inspector Certification
  • Experience leading a multi-unit law enforcement organization preferred
  • Experience working with governing boards, elected officials, or executive leadership preferred
NOTE

The Orleans Levee District is an emergency-oriented agency. Part of the mission is to protect the residents of Orleans Parish from tidal surge, wind-driven water and river flooding. In emergencies during Mississippi River flooding and Hurricane Tropical Storm events, the incumbent will be on call and must report for duty if so required, remaining on duty in such situations until released from duty by the Appointing Authority.
