Manager of Self Sufficiency Programs

St. James Parish Government is hiring a Manager of Self Sufficiency Programs for the Department of Human Services (Social Services).

This is an administrative level position with responsibility for assisting in planning, monitoring, and organizing services for DHR programs in accordance with Federal, State, and Parish laws, regulations, and policies. This position is classified as essential during declared emergencies or natural disasters and exempt according to the Fair Labor Standards Act.

• Provide guidance and general oversight of programs as assigned and report to Director updates and concerns regarding program operations
• Submit recommendations and immediate level approvals of requests forms, purchasing requisitions, and expenditures for program operations
• Research, develop, and submit applications and funding proposals to support program operations
• Submit annual budget recommendations and monitor budget expenditures
• Annually review andsubmit revisions to service plans, and logic delivery models, and policies and procedures
• Submit accurate,complete, and timely reports and correspondence for DHR and other monitoring agencies
• Coordinate federal,state, and local monitoring reviews in accordance with program funders and support agencies and provide monitoring updates to director
• Evaluate supervisors on a basis according to policy
• Maintain a master file of grants, award letters, assurances, correspondence, etc. for all grants received
• Assist with maintaining the department’s statistical library
• Submit news articles concerning the Department of Human Resources for public release
• Attend staff meetings, council meetings, training, and conferences as required
• Perform special and related duties or assignments as requested

A minimum of bachelor’s degree in human services orrelated field. A master’s degree is preferred in human services or related field. Minimum of 5 years managerial experience. Must have ability to effectively communicate, written, and orally. Must have a valid La. Class “D” driver’s license or ability to obtain one. Musthave a Housing certification and license or ability to obtain one within 90days

Ability toadd, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Ability toapply common sense understanding to carry out instructions furnished inwritten, oral, or diagram form. Abilityto deal with problems involving several concrete variables in standardized situations.

Must have a valid Louisiana Class “D” driver’s license or ability toobtain one. A Certification in Housing or ability to obtain one within 90 daysis a must.

Must be able to handle meetings for a significant portion of the day, talk with staff members, and meet with community agencies and coordinate community activities.
