Position: Neighborhood Services Project Coordinator (Homeless Services)
Location: Iowa

The Neighborhood Services Division is seeking a Neighborhood Services Project Coordinator (Homeless Services) who is dependable and self-directed to assist individuals and families experiencing homelessness in finding and securing housing options. This is a grant funded position that will end on December 31, 2026.

The work items assigned to this position include directly working with individuals and families experiencing homelessness to connect them to housing, working with community partners to provide basic needs and housing support for clients experiencing homelessness, gathering and entering demographic data, maintaining required records, general case management / client support, and other duties as assigned. This position also works within the newly formed City Homeless Task Force.

Applicants must have excellent verbal and written communication and organizational skills and have a demonstrated ability to multi-task. The position also requires ability to understand and implement a variety of federal and local regulations, have strong team commitment, and establish effective working relationships with staff, clients, other agencies, and the public. This position is located in the Neighborhood Services Division Office located in the Martin Luther King Jr.

Transportation Center (521 Nebraska Street) and requires spending a significant amount of time meeting clients out in the community.

Minimum

Required Qualifications of Neighborhood Services Project Coordinator (Homeless Services)
  • Graduation from an accredited college or university with a bachelor’s degree in social / human services, public administration, nonprofit management, or related field;
  • Graduation from high school or G.E.D. and two (2) years of full-time work experience in human services, case management, homeless services, housing services, grant management;
  • Any equivalent combination of experience and training that provides the required knowledge, skill and abilities.

  • Coordinates efforts of various City departments, designers, contractors, clients, and the general public for program needs.
  • Administers, monitors, coordinates and reports on Community Development Block Grant funded functions such as acquisition, disposition, public infrastructure projects, and other duties as assigned.
  • Administers, monitors, coordinates and reports on HOME Investment Partnership Program funded functions such as tenant-based security deposits, new home construction, creation of new rental units, and down payment assistance.
  • Administers, monitors, coordinates and reports on Emergency Solutions Grant Program funded functions such as street outreach, homelessness prevention and rapid rehousing, emergency shelter, and homeless management information system.
  • Administers, monitors, coordinates and reports on Lead Based Paint Hazard Control Program funded functions such as lead testing and project coordination of the removal of lead hazards in single and multifamily dwellings.
  • Administers, monitors, coordinates and reports on housing rehabilitation programs including construction management (bid specifications, monitoring, etc.).
  • Administers, monitors, supervises, and reports on progress of special and general projects.
  • Provides code enforcement activities when needed.
  • Process program participant applications, including but not limited to, program eligibility, income compliance and verification of information.
  • Prepares grant/loan applications to various federal and state departments and other entities.
  • Assists in the compiling of bid and contract documents, advertising and solicitation of bids for projects, all in accordance with federal, state, and local statutes.
  • Provides administrative support to neighborhood organizations in the development and implementation of plans for programs to assist the residents to upgrade standards of living and improve social and economic opportunity in conjunction with environmental improvements.
  • Provides direct services in the form of case management and housing navigation to individuals and families experiencing homelessness within our community.
