Land Agent VI, SR-26
Salary Range: $6,535.00 - $7,952.00 per month
All new external applicants will be placed on the initial step of the salary range. Placement above the initial step will be based on special characteristics, critical needs of the position, applicant’s exceptional qualifications, availability of funds, and other relevant factors. Such appointments require prior approval. Hawaii State Department of Education employees will be placed on the salary range in accordance with Department regulations.
Examplesof Duties
- Research potential land acquisition sites for new schools, expansions, or disposition, considering location, size, zoning, and environmental impact.
- Engage with landowners to negotiate fair market prices and terms, including securing necessary easements and rights of way.
- Conduct thorough property due diligence, including title searches, boundary surveys, environmental assessments, and zoning verification.
- Draft and review purchase agreements, deeds, and other legal documents related to land acquisition.
- Coordinate with local planning departments and other regulatory agencies to obtain necessary entitlements for land development.
- Oversee the management of acquired land, ensuring proper maintenance and compliance with environmental and zoning regulations.
- Work closely with school officials, design professionals, construction teams, and legal counsel to ensure successful land acquisition projects.
- Supervise the professional and non‑professional personnel of a program engaged in the acquisition, negotiation, disposition, easements, agreements, leases, and use of facilities for the Department.
- Participate in highly complex or controversial acquisitions and negotiations.
- Education Requirement: Graduation from an accredited four‑year college or university with a bachelor’s degree.
- Experience Requirements: Progressively responsible professional experience demonstrating:
- Knowledge of Hawaii land laws, real estate laws, terminology, real property appraisal process, and related legal instruments.
- Ability to gather and analyze land transaction data, prepare reports, and communicate findings.
- Experience in land management activities such as preparing transactions for acquisition and disposition of land, inspecting public lands for contractual and legal compliance, and enforcing non‑compliance.
- Experience in property management, including acquisition/disposition, valuation, bid solicitation, rental rate establishment, tenant selection, and maintenance protection.
- Experience in the appraisal of real property, including estimation of values based on location, use potential, condition, and economic trends.
- Experience in developing and maintaining real property classification and valuation systems.

Experience:
Minimum of 3‑1/2 years of specialized experience and 1 year of supervisory experience (total 4‑1/2 years). - Substitutions Allowed: A master’s degree in real estate, real estate finance, business finance, property management, appraising, land management, urban planning, law with land acquisition specialization, or a closely related major may be substituted for one (1) year of the specialized experience.
Applicants must possess a valid driver’s license to drive in the State of Hawaii.
