Overview

The primary purpose of this position is responsible for translating defense strategy into capability and resource needs, which enables the Commander, United States Space Command to provide global capabilities in support of national, strategic, and tactical requirements.

Position will relocate to Huntsville, AL at a future date.

Responsibilities

The Director is responsible for providing management, technical and analytical expertise and the advancement of USSPACECOM's implementation of national security policy and guidance, military strategy, guidance, and joint doctrine; development of a future concepts formulation for strategic deterrence, space operations, joint electronic warfare, missile defense, ISR, and analysis and targeting as outlined in the Unified Command Plan (UCP); formulation of capabilities needs for strategic and advanced space weapons;

development, coordination and articulation of USSPACECOM requirements and options for current and future offensive and defensive strategic military forces.

The Director is also responsible for the development of USSPACECOM's Planning, Programming and Budgeting System (PPBS) process and oversees the Command s development of annual budget estimates and Program Objective Memoranda (POM) and manages execution of the budget. Serves as lead agent for internal and external inputs to PPBS and executive manager and advisor to the USSPACECOM staff on all financial management and budget execution matters.

Serves and the primary advisor to the Commander on future concepts, assessments and resources related to strategic deterrence, space operations, joint electronic warfare, missile defense, ISR, and analysis and targeting. Uses scientific and technological analyses to make recommendations for enhancing and developing decision tools and evaluating the effectiveness of war plans and operational execution.

Directs studies, analyses, net assessments and evaluations of military forces, plans and programs. Conducts war games, simulations and seminars to evaluate and improve military plans and strategies. Evaluates alternative force structure, variations in threat scenarios and impacts of strategic defense and space technologies. Assesses weapon systems capability and cost versus stated requirements.

Responsible for tracking and analysis of a wide variety of strategic deterrence, space operations, cyberspace operations, joint electronic warfare, global strike, missile defense, ISR, and analysis and targeting programs throughout DoW s PPBS. Coordinates on USSPACECOM reclamas related to Service and DoW programmatic decisions. Identifies critical deficiencies and provides recommendations on major budget issues raised to the Secretary of Defense (SECDEF).

Helps prepare and approve formal reclamas to OSW budget and program decisions, congressional authorizations, and appropriations.

Reviews, evaluates and interprets other agencies  studies of USSPACECOM operations and capabilities and adapts results to solution of USSPACECOM mission requirements. Assists agency personnel in selecting subjects for investigation that will yield valuable information for the Command. Assists in establishing assumptions and utilizing data that accurately reflect actual operational conditions.

Represents the Command on committees, boards and panels, and at meetings and conferences with other services agencies, branches of DoW, government agencies, industries, universities, research laboratories, etc. Within Command policies, makes recommendations and takes action on matters discussed at these gatherings.

Supervises, directs, trains and coordinates the activities of the assigned personnel including senior executives, Chief Scientist, GS-15s and O-6s. On special projects, is responsible for activities of additional analysts, officers, contractor representatives, etc. Advises subordinates on approaches to difficult problems, unusual conditions, analysis methods, techniques and tools applicable to the solution of problems. Reviews the results achieved gives constructive advice, assists in deriving sound conclusions and recommendations, and formulates the basic report outline, as required.

  • Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret clearance
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
