Position Overview
The purpose of this position is to receive juveniles into the Winnebago Youth Shelter and YCIC and to advise parents/guardians and other relevant agencies on the status, procedures, and processes of the Youth Crisis Intervention Center (YCIC). Youth Workers provide a safe and secure environment for juveniles while assisting them with their behavioral, emotional, medical, and programming needs. The role involves advising parents/guardians, caseworkers, intake workers, community social workers, attorneys, and relevant agencies on the procedures and processes of the facility.
Youth Workers must be knowledgeable about the segments of the Tribal Court and other resources that make up the tribal court system. Some hazard is present while working with juveniles with emotional/behavioral problems.
Job Duties /Responsibilities
- Demonstrate the Winnebago Tribe’s core mission, vision, and values.
- Be flexible to work different shifts within a facility that operates 24 hours a day, 7 days a week, including all weekends and holidays.
- Maintain excellent work attendance and punctuality to ensure facility staffing needs are met.
- Responsible for intake and orienting juveniles, parents/guardians, attorneys, social workers, and other relevant personnel and agencies as to the policies and functions of the facility.
- Practice principles of Trauma Informed Care when assisting youth upon entrance to the program.
- Demonstrate familiarity with the security measures as they apply to the facility.
- Implement and adhere to all policies and procedures of the Winnebago Youth Shelter and YCIC facility set forth by the handbook and policy manual.
- Implement a daily activity program and monitor youth throughout assigned shift in all areas of group living.
- Employ behavior management techniques including discipline and safety as appropriate.
- Be mindful and aware of the youth’s medical and special needs and coordinate assistance in those areas.
- Document and record behavioral observations in daily behavioral assessment logs.
- Provide outreach services for disenfranchised youth when and where warranted.
- Assist in meal planning and ordering of food supply; meal preparation, serving meals, and snacks as directed.
- Assist and supervise daily clean up and maintenance of the entire YCIC and youth shelter facility.
- Perform all duties in a manner that ensures the strictest confidentiality due to access to sensitive information.

- High School Diploma or GED with two (2) years of college or minimum of one (1) year of demonstrated experience working with at‑risk youth or a combination of the above with a substitution on a year-to-year basis.
- 21 years of age or older.
- Maintain a positive attitude and excellent customer service skills.
- Ability to effectively handle situations with residents and visitors with tact, courtesy, respect, and objectivity; repeatedly employ moral and ethical judgments.
May assume supervisory shift responsibility as needed or as assigned.
Training Requirements- Assist with and participate in in‑service and other related training.
- Assist with training and orientation of new employees.
- Complete on‑site Handle With Care behavior management training.
- Willing to pursue a training and education plan in one of the following areas: criminal justice, social work, or behavioral health.
- Perform normal to very heavy office work, including lifting in excess of 50 lbs.
- Regularly walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and other office equipment.
