Position Summary

The Safety Manager is responsible for supporting the organization’s Occupational Health, Safety, and Environmental (HSE) Management System through the implementation, administration, monitoring, and continuous improvement of safety programs, policies, procedures, and regulatory compliance initiatives. The Safety Manager serves as a field and operational resource to management, supervisors, foremen, and employees to reduce workplace injuries, illnesses, property damage, environmental incidents, and regulatory exposure while promoting a positive safety culture.

The Safety Manager reports to the Director of Safety, Corporate Safety Manager, Operations Manager, or designated executive leadership and exercises no direct authority over production operations except when imminent danger conditions exist.

Essential Responsibilities

1. Regulatory Compliance

• Assist in ensuring compliance with applicable federal, state, and local safety regulations.

• Monitor compliance with OSHA 29 CFR 1926 Construction Standards.

• Monitor compliance with OSHA 29 CFR 1910 General Industry Standards where applicable.

• Stay informed of changes in regulatory requirements and industry best practices.

• Assist management with regulatory inspections, citations, corrective actions, and compliance documentation.

• Maintain current knowledge of industry consensus standards and customer requirements.

2. Hazard Identification and Risk Management

• Conduct and document workplace inspections.

• Perform hazard assessments and risk evaluations.

• Participate in Pre-Task Planning (PTP) reviews.

• Assist supervisors with Job Hazard Analyses (JHA).

• Identify unsafe conditions and unsafe behaviors.

• Develop and track corrective and preventive actions.

• Verify corrective actions are implemented and effective.

• Escalate significant risks to management.

3. Incident Prevention and Investigation

• Participate in investigations of injuries, near misses, property damage, vehicle incidents, environmental releases, equipment failures.

• Assist in determining root causes and contributing factors.

• Develop corrective and preventive actions.

• Track closure of corrective actions.

• Maintain investigation records and reports.

• Analyze incident trends and recommend improvements.

4. Safety Training and Competency Development

• Coordinate and conduct employee safety training programs.

• Verify employee qualifications and certifications.

• Assist supervisors in delivering task-specific training.

• Conduct new hire orientations.

• Support ongoing workforce development initiatives.

5. Occupational Health Programs

• Assist with occupational health initiatives.

• Support implementation of exposure control programs.

• Monitor compliance with medical surveillance requirements.

• Coordinate with occupational health providers as directed.

• Assist with industrial hygiene assessments.

6. Safety Management System Implementation

• ANSI/ASSP Z10

• ISO 45001

• Customer Safety Requirements

• Corporate Safety Policies

7. Field Safety Support

• Site walkthroughs

• Crew observations

• Coaching and mentoring

• Safety meetings

• Foreman support

• Subcontractor interaction

• Compliance verification

8. Emergency Preparedness and Response

• Emergency action plan implementation

• Evacuation planning

• First aid and medical response coordination

• Incident notification procedures

• Emergency drills

• Coordination with emergency services
