Position Overview

The Power Commissioning Manager will work under the direction of the Commissioning Director and report directly to the Project Manager while on-site. The Power Commissioning Manager establishes the culture and approach, prepares schedules, processes, and procedures for the entire Project Start‑Up (SU) team.

Responsibilities
  • Lead and enforce strict adherence to Lock Out/Tag Out Procedures (LOTO) and policies.
  • Deliver a functioning asset to operations.
  • Interface with Engineering, Construction and Client teams.
  • Develop Project Site Specific Commissioning Manual.
  • Develop and track Project Specific Plan.
  • Ensure that all Environmental Health & Safety procedures are followed per Kiewit PROJECT SAFETY MANUAL and state/federal guidelines.
  • Review and/or develop procedures specific to the SU activities.
  • Develop commissioning procedure templates that are site‑specific per the scoped P&’s.
  • Ensure all SU related procedures are developed for the project and followed by all assigned craft personnel.
  • Read and adhere to Startup Administration Manual.
  • Develop the SU business plans and commissioning activities within project plans.
  • Oversee all required SU activities for each craft during pre‑commissioning.
  • Oversee and direct SU operations personnel during the commissioning phase.
  • Oversee and direct performance testing activities during the SU phase.
  • Review & implement SU staffing plan.
  • Maintain and update commissioning schedule.
  • Execute turnover plan with construction.
  • Manage and oversee the commissioning budget.
  • Ensure all SU personnel are site‑specific trained.
  • Attend daily/weekly and monthly construction and project meetings.
  • Help prioritize Punch List items by system.
  • Oversee sub‑contractor services as needed.
  • Manage all commissioning records including accurate Red‑Line/As‑Built drawings.
  • Manage sub‑contractors performing activities such as oil flushes, hydro‑lazing, and chemical clean, steam blows.
  • Manage OEM‑Technical Field Advisor (TFA) support when applicable.
  • Ensure a Job Hazard Analysis (JHA) is prepared.
  • Report on progress, issues, gaps.
  • Review, approve and direct daily operational plan during hot commissioning including pre‑start requirements.
  • Prepare action plans to address gaps in commissioning schedule/plan.
  • Track, review, and approve all Startup Lessons Learned, Condition Reports & Best Practices.
Qualifications
  • Bachelor of Science degree in an Engineering discipline or similar field.
  • 10+ years of CSU experience, including one previous assignment in a Senior CSU Leadership Role; preference for candidates with a minimum of 10 years on power projects.
  • Strong knowledge and understanding of the various systems within a power plant and how they interconnect.
  • Understanding of Flow Measurement, Engineering practices, design methods & calculations.
  • Knowledge of PC, Windows, Office software and IT implementation background.
  • Familiarity with industry safety standards and requirements.
  • Ability to read, interpret and prepare applicable technical information.
  • Knowledge and maintenance of PLC and PC‑based control systems.
