The Finance Manager ensures the Recreation and Parks Department operates with fiscal integrity, financial sustainability, and operational efficiency. This position works as a finance liaison to Recreation & Parks. This role oversees cost recovery efforts for The Well, including accounting operations, budgeting, forecasting, and business processes while promoting data-informed decision‑making, accountability, and compliance.

Supervision: Work is performed under the direct supervision of the Finance Director. The Finance Manager’s office is located at The Well, Hilliard’s brand‑new state‑of‑the‑art Recreation and Wellness Center.

Financial Oversight & Accounting

Serve as the primary financial liaison between the Recreation and Parks Department and the City Finance Department, ensuring accurate, timely, and compliant financial processes.

Manage day‑to‑day accounting operations, including invoicing, receipts, deposits, refunds, credit card transactions and disputes, returned checks, purchase orders, encumbrances, accounts payable, accounts receivable, procurement card activity, and capital assets.

Maintain accurate financial records by reconciling general ledger and balance sheet accounts and monitoring multiple revenue streams and programs.

Oversee cost recovery efforts for programming and operations at The Well and in Recreation programming generally, including rentable spaces.

Oversee financial aspects of the lease with Ohio State Wexner Medical lease within The Well including Common Area Maintenance (CAM) calculations.

Administer and monitor transactions in Rec Trac and other department‑specific financial systems.

Prepare and present monthly revenue, expenses, and budget performance reports.

Develop financial forecasts and projections using trend analysis and historical data.

Assist with budget development, capital improvement planning, capital financing, and fee structure recommendations.

Collaborate with the City Finance Department on reconciliations, forecasting, annual budget development, and audit preparation.

Prepare data and documentation for the annual audit and ensure audit compliance.

Business Operations & Strategic Leadership

Develop, refine, and implement operational processes that support efficient program and facility management while balancing mission‑driven community goals.

Evaluate new initiatives for financial feasibility and sustainability.

Support strategic planning efforts to ensure the long‑term financial health of The Well, Hilliard’s Recreation and Wellness Center and recreation programming provided by the City of Hilliard.

Collaborate with Marketing to align promotions, campaigns, and program offerings with revenue goals and identify opportunities to increase participation and revenue.

Internal Controls, Systems & Compliance

Support internal control procedures throughout the department.

Recommend systems, procedures, and process improvements to ensure efficient transaction flow and compliance with applicable laws, regulations, contracts, and generally accepted accounting principles.

Maximize the use of technology and integrated accounting systems to improve efficiency, data accuracy, and accessibility.

Maintain organized accounting records and filing systems in compliance with record retention requirements.

Furnish internal financial reports as requested and revise reports to improve clarity and usefulness.

Tenant, Lease & Fund Management

Oversee Common Area Maintenance (CAM) financial tracking and compliance for department tenants and leases, including coordination with The Ohio State University Wexner Medical Center.

Serve as the primary liaison for tenants and lease agreements, addressing concerns and ensuring compliance with lease terms.

Assist with establishing a new Maintenance Fund, Capital Endowment Fund, and Scholarship Fund.

Staff Development & Business Acumen

Coach and train staff to make data‑informed, business‑minded decisions.

Provide tools, templates, and training to help staff understand cost recovery, pricing models, and performance metrics.

Promote a culture of accountability and financial stewardship across Finance and Recreation and Parks teams.
