Summary Objective: The purpose of this position is to serve as the primary liaison for operational coordination, assistance, and collaboration between departments for Emergency Planning and Response and Applicant Agency for Federally Declared Disasters.
This class works independently, under limited supervision, reporting major activities through periodic meetings.
ESSENTIAL FUNCTIONSThe essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
Serves as the primary liaison for on-scene and in-house coordination between departments for Emergency Planning, Response, and federally declared disasters.
Responds to disasters and emergency situations and access affected sites to assess situations and determine appropriate actions.
Establish and operate local incident command or management systems.
Execute the local emergency operations plan and activate the emergency operations center or on-scene command post.
Assist the Executive and Deputy Director in managing emergency planning and response activities.
Represents the department at public and interagency meetings to provide information, answer questions, conduct briefings, community outreach, and coordinate disaster response efforts with public and private agencies. May be assigned to any position within the Incident Management System, specifically, Operations, Planning, and/or Logistics Section Chief.
May serve as a Labor Supervisor during departmental emergencies and act as the primary point of contact for existing and potential contractual agreements related to emergency services, recommending additional contracts as needed during emergencies or disasters.
Ensures compliance with Louisville Metro Jefferson County Emergency Operations Plan, Emergency Management’s Continuity of Operations Plan, and LMG’s strategic plan, , policies, and procedures.
Forms and retains interagency relationships in management and operations to recommend and implement emergency preparation changes.
Trains employees in the Survey 123 Damage Assessment Application with the GIS team replicated from the Kentucky Emergency Management Agency.
Evaluates existing EOPs,
-Emergency Support Function’s roles and responsibilities, and SOPs for accuracy, feasibility, duplicity, disparities, exclusions, and opportunities for education.Troubleshoots and coordinates with Metro IT the Accela or Survey
123 Damage Assessment programs.Coordinates with EMA or FEMA planning processes for the Emergency Operations Plan, THIRA (Threats and Hazards Identification and Risk Assessment), and Hazard Mitigation.
Ensures compliance with federal, state, and local regulation, ordinances, and plans.
Communicates with FEMA agents and assisting agencies throughout the disaster cycle including pre-disaster declarations, during disaster, and after a declaration through Public Assistance and Reimbursement process.
Conducts fleet, equipment, and radio inventories and confirms the current rates are equal to FEMA rate schedule.
Implements policies, procedures, and operational adjustments to improve efficiency, transparency, performance, and consistency.
Assist in maintaining Emergency Alert and Warning Systems (including the Mass Notification Telephone System and the Outdoor Warning Siren System).
Assist in the maintenance of a primary and secondary Emergency Operations Center (EOC)
Design, develop and present training material, distribute training and educational materials, design and conduct training, exercises, courses, and programs for various public and private organizations along with the public.
Assist in the program development, implementation and tracking of SARA Title III plans and other programs of the Jefferson County Local Emergency Planning Committee (JCLEPC).
Performs related work as assigned.
Bachelor’s Degree in Business or Public Administration, Emergency Management, Homeland Security, or related discipline.
