Position Overview / DutiesThe Louisville District is recruiting for a Program Analyst in the Operations Division in the Louisville District Office in Louisville, KY. This position performs a variety of analytical and evaluative tasks in support of financial control, utilization, and funding requirements for civil programs or projects.
- Works within the Corps of Engineers Financial Management System (CEFMS) and P2 to create and fund the work item; allocate funds to various organizations and purposes; and assign proper resource codes.
- Prepares a wide variety of program reports for upward reporting, monthly program status reviews, and other program data calls as required and represents organization at budget meetings.
- Researches regulations, directives, and identifies conflicts, non-compliance, and recommends/executes potential solutions.
- Communicates extensively within and outside the District on funding issues.
- Creates labor funding codes. Reviews status of labor funds to ensure that costs are being charged to appropriate accounts and to anticipate and request the need for additional funds and or the revocation of excess funds.
- This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
- One year trial/probationary period may be required.
- Permanent Change of Station (PCS) allowances are not authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.

- IAW DoDI 1300.26 Financial Management Certification Program and US Army Proponency Office regarding Civilian CP-11 positions. Incumbent must obtain and maintain Financial Management Certification within 24 months of entering the position.

- Specialized Experience for GS-11:
One year of specialized experience which includes experience with tasks such as using customized or off-the-shelf computer programs to provide financial, budgetary, and program analysis support to project managers and/or supervisors. This support included performing a variety of analytical and evaluative tasks in support of financial control, reporting, budgetary management, and execution tracking for civil works and/or military programs or projects.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR
Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:
Business Management or Financial Management. (

Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
