The Procurement Manager oversees the sourcing, negotiation, and acquisition of equipment, technology, and services that support the company’s traffic management, transportation infrastructure, and automation system operations. This role ensures that procurement strategies align with organizational goals, enhance supply chain reliability, and support project timelines for intelligent transportation systems (ITS), traffic signal upgrades, automation platforms, and related field deployments. The ideal candidate has strong vendor management experience, technical understanding of traffic/automation products, and the ability to drive cost-effective procurement strategies.

The Procurement Manager will report to the Senior Manager, Services.

  • Identify, evaluate, and develop suppliers specializing in traffic control hardware, automation systems, sensors, IoT devices, controllers, and related technologies.
  • Build and maintain strong relationships with OEMs, integrators, and technology partners.
  • Conduct market intelligence research on pricing trends, lead times, supply chain risks, and new emerging technologies in ITS and automation.
  • Assess supplier capabilities and lead supplier performance reviews to ensure quality and reliability.
Procurement Operations & Project Support
  • Oversee the creation, review, and approval of purchase orders, contracts, and procurement schedules for traffic and automation projects.
  • Collaborate closely with engineering, operations, and project management teams to forecast material needs for deployments and upgrades.
  • Ensure timely delivery of components such as traffic signal equipment, detection systems, communication devices, PLCs, industrial automation components, and software licenses.
  • Manage Vendor RFQs, RFPs, competitive bid processes, and contract negotiations with a focus on cost efficiency and technical compliance.
  • Track order deliveries and communicate with team on potential delays or issues?
Cost Optimization & Compliance
  • Develop procurement strategies that reduce costs, mitigate supply chain issues, and improve overall operational efficiency.
  • Negotiate pricing, warranties, service agreements, and long-term supply contracts with key vendors.
  • Ensure procurement activities comply with company policies, industry regulations, and—if applicable—public sector procurement standards.
  • Maintain accurate documentation for audits, technical specifications, supplier certifications, and regulatory compliance.
Cross-Functional Collaboration
  • Work with internal departments on process improvements.
  • Partner with Finance to manage budgets, forecasts, and cost controls for equipment and technology purchases.

    Work with Engineering, Field Operations, and IT to ensure that selected products meet performance, safety, and integration requirements.
  • Resolve escalated issues related to delivery delays, vendor performance, technical mismatches, or invoicing discrepancies.
Minimum Qualifications
  • Bachelor’s degree in Supply Chain, Business Administration, Engineering, or related field.
  • Minimum 5 years of experience in procurement or supply chain management.
  • Experience sourcing traffic management systems, automation equipment, or related hardware/software products.
  • Strong negotiation, contract management, and vendor relationship management skills.
  • Excellent analytical and problem-solving abilities with a data-driven mindset.
  • Ability to manage multiple high-priority projects and shifting timelines.
  • Proficiency with ERP systems (preferred: Microsoft AX, D365) and strong Excel skills.
  • Exceptional written and verbal communication skills.
  • Excels working in a team environment.
Preferred Qualifications
  • Technical understanding of traffic systems, automation systems, communication networks, or IoT technologies.
  • Certifications such as CPSM, CIPS, PMP, CSCP, or equivalent are a plus.
  • Knowledge of sustainability and responsible sourcing practices in the infrastructure and technology sectors.
