. Candidates must be local to Louisville, KY. Candidates must be able to interview in person in Louisville, KY. There is no option for a video interview. This position will be fully onsite to start. Some remote days may be an option in the future based on our client’s needs and the selected candidate’s work performance.
Candidates must have the ability to liaison amongst technical staff, non-technical staff, elected officials, and stakeholders. A Bachelor’s Degree is required for this position. Candidates with an active PMP and/or ITIL Certification are also highly desired.
The Information Technology Liaison will be responsible for assisting in the strategic planning, management, security, and operation of all information technology systems supporting our client. This role ensures reliable, secure, and efficient technology services for our client’s employees while supporting public-facing services, records management, elections support, and compliance with local, state, and federal regulations. The Information Technology Liaison will lead IT staff, manage vendors and budgets, and will align technology initiatives with our client’s mission and operational needs.

- Strategic Leadership
- Develop and implement a comprehensive IT strategy aligned with our client’s operational goals and public service mission.
- Advise executive leadership on technology trends, risks, and opportunities.
- Establish IT policies, standards, and long-term technology roadmaps.
- IT Operations & Infrastructure
- Oversee daily operation of all IT systems, including:
- Network infrastructure
- Servers (on-prem and/or cloud)
- Telephony and collaboration systems
- Ensure high availability, performance, and scalability of systems.
- Lead disaster recovery and business continuity planning.
- Cybersecurity & Compliance
- Design and enforce cybersecurity policies, procedures, and controls.
- Ensure compliance with applicable laws and regulations (e.g., data privacy, records retention, CJIS if applicable, election security standards if applicable).
- Conduct risk assessments, security audits, and incident response planning.
- Oversee data protection, backups, and access controls.
- Application & Data Management
- Oversee case management, records management, document imaging, and other client-specific systems.
- Manage system upgrades, integrations, and data migrations.
- Ensure data accuracy, integrity, and accessibility.
- Lead, supervise, and evaluate IT staff.
- Set performance goals and provide coaching and professional development.
- Foster a customer-service oriented IT culture supporting internal users and the public.
- Develop and manage the IT budget.
- Evaluate, negotiate, and manage contracts with vendors and service providers.
- Ensure cost-effective procurement of hardware, software, and services.
- Project Management
- Lead major technology projects from planning through implementation.
- Coordinate with departments, external agencies, and vendors.
- Ensure projects are delivered on time, within scope, and within budget.
- Bachelor’s Degree preferably in Information Technology, Computer Science, Information Systems, Public Administration, or a related field. Equivalent combination of education and experience may be considered.
- The ability to liaison amongst technical staff, non-technical staff, elected officials, and stakeholders.
- Experience with employee/team member, evaluation, selection, and transition.
- Experience with basic IT security concepts, including weak point identification and resolution.
