Trigyn’s has a long‑term contract assignment (3 years) for a Medicaid MMIS Modernization PMO Project Manager in Hamilton, NJ. The position is primarily remote with occasional visits to 3705 Quakerbridge Road, Hamilton, NJ.
DescriptionThe PMO Project Manager drives the execution of the state’s complex, multi‑vendor Medicaid Enterprise System (MES) modular modernization. Operating at the intersection of state stakeholders and modular solution providers, this role synchronizes Agile software delivery with Waterfall program milestones. The PM leverages Microsoft Project, Jira, and collaboration tools to enforce governance, resolve cross‑vendor dependencies, ensure CMS compliance, and keep the modernization program on schedule and within scope.
Responsibilities- Cross‑Workstream Alignment – Direct daily execution across diverse vendor teams (e.g., System Integrators, Core Systems, Pharmacy, Data Warehouse) to ensure seamless modular handoffs.
- Dependency Management – Identify, track, and resolve complex technical and scheduling dependencies between independent modular implementations.
- Performance Tracking – Monitor vendor adherence to Statement of Work (SOW) deliverables, Service Level Agreements (SLAs), and quality standards.
- Blocker Resolution – Lead routine syncs with technical leads, business analysts, and vendor PMs to unblock development, testing, and deployment phases.
- Master Scheduling – Develop, baseline, and maintain resource‑loaded master program schedules using Microsoft Project, integrating individual vendor project plans.
- Agile/Hybrid Tracking – Administer Jira to track software development life cycles, configuring epics, user stories, sprints, and defect workflows.
- Collaboration & Artifacts – Maintain centralized project repositories (Confluence, SharePoint) for decision logs, meeting minutes, and architectural artifacts.
- Executive Reporting – Generate automated, real‑time health dashboards pulling cross‑platform data to brief executive sponsors on schedule variance and project health.
- Risk/Issue Mitigation – Actively manage the PMO Risk, Action, Issue, and Decision (RAID) log, escalating critical path threats with actionable mitigation strategies.
- CMS Certification Support – Ensure project documentation, testing artifacts, and gating criteria meet Centers for Medicare & Medicaid Services (CMS) compliance and certification requirements.
- Change Management – Facilitate the Change Control Board (CCB) by evaluating schedule, scope, and resource impacts of proposed vendor changes.
- Standardization – Enforce PMO frameworks, templates, and reporting standards uniformly across all participating vendors.
- 5–7+ years of progressive IT project management experience in large‑scale modernization programs.
- Direct experience in Medicaid, MMIS, MES, or Health and Human Services (HHS) technology implementations.
- Proven expertise managing hybrid environments blending strict Waterfall milestones with Agile development sprints.
- Expert-level proficiency in Microsoft Project, Jira, and Confluence; highly proficient in SharePoint and Microsoft Office Suite.
- Preferred certifications:
Project Management Professional (PMP), Certified Scrum Master (CSM) or SAFe Agilist, and ITIL Foundation.
