Role Summary
The Technology Life Cycle Management (TLM) Lead is a senior cross‑functional role responsible for overseeing the end‑to‑end life cycle of all Center Well applications across the Pharmacy, PCO, Home, and Humana Military segments. The leader builds and governs a comprehensive application portfolio strategy—from onboarding new technologies through retirement and decommission—ensuring alignment with enterprise architecture standards, regulatory requirements, cybersecurity posture, and business objectives.
This high‑visibility, high‑impact role sits at the intersection of technology strategy, risk management, vendor governance, and segment business partnership.
- Application Portfolio Governance: Own and maintain an authoritative inventory of all Center Well applications; define and enforce application life‑cycle stages; partner with segment leaders to rationalize the portfolio; publish an annual Technology Roadmap.
- End‑of‑Life (EOL) & Technical Debt Management: Track and proactively manage software, infrastructure, and vendor components approaching end‑of‑life; build a risk‑tiered EOL register; champion technical debt reduction initiatives; present quarterly EOL risk dashboards.
- Cross‑Segment Coordination & Stakeholder Alignment: Serve as the primary TLCM liaison; facilitate cross‑segment governance forums; build trusted relationships with CIOs, Product Owners, Engineering Directors, Enterprise Architecture, and Procurement teams.
- Vendor & License Management: Oversee software license compliance and optimization; manage vendor relationships for renewals, upgrades, and negotiations; partner with Procurement and Legal to evaluate vendor health and support commitments.
- Cybersecurity & Regulatory Compliance: Ensure all applications meet CMS, HIPAA, TRICARE, DEA, and other healthcare regulations; collaborate with the CISO and Compliance teams to remediate vulnerabilities; integrate TLCM processes into SDLC and change management; support audit readiness.
- Modernization & Cloud Strategy Enablement: Partner with Enterprise Architecture to migrate legacy applications to cloud‑native platforms; identify applications eligible for rehosting, replatforming, refactoring, or retirement; support M&A integration by assessing acquired or divested portfolios.
- Process, Tooling & Reporting: Define, implement, and continuously improve TLCM processes and tooling; build executive‑ready reporting—portfolio health scorecards, risk heat maps, roadmap timelines, cost avoidance metrics; develop and maintain playbooks, runbooks, and training materials.
- Strategic Thinking: Connects application decisions to long‑term business and technology goals.
- Risk Management: Proactively identifies and quantifies technology risk; drives mitigation plans.
- Influence & Partnership: Earns trust across segments without direct authority; aligns diverse stakeholders.
- Analytical Rigor: Uses data to prioritize, justify, and measure life‑cycle decisions.
- Execution Discipline: Translates strategy into structured programs with clear owners and timelines.
- Communication: Fluent in both technical and business language; skilled at exec‑level storytelling.

Required Qualifications- Bachelor’s Degree
- 6 or more years of technical experience
- 2 or more years of management experience
- Solid understanding of operations, technology, communications and processes
- 10+ years of progressive experience leading continuous improvement, evaluating existing systems, and implementing process improvements
- Passion for contributing to an organization focused on continuously improving consumer experiences
- Master’s degree
