The IT Project Manager plans, coordinates, documents, and delivers technology and operational improvement projects throughout the Jefferson County Clerk’s Office. Reporting to the IT Projects & Strategic Initiatives Manager, this position works with departmental leaders, employees, IT teams, and vendors to understand operations, document processes, evaluate services, and carry projects from discovery through implementation and closeout.

ESSENTIAL DUTIES AND RESPONSIBILITIES Project Management
  • Manage assigned projects from discovery and planning through implementation, transition to operations, and closeout.
  • Develop and maintain plans covering scope, deliverables, milestones, responsibilities, dependencies, risks, budgets, and timelines.
  • Coordinate departments, IT teams, vendors, and consultants; facilitate meetings and document decisions, action items, and ownership.
  • Track progress, manage competing priorities, identify concerns, and provide regular status reports to the IT Projects & Strategic Initiatives Manager and stakeholders.
Business Process Discovery & Documentation
  • Work alongside employees and subject matter experts to observe, understand, and document departmental operations.
  • Develop process maps, procedures, runbooks, checklists, and operational plans that document responsibilities, handoffs, timelines, and technology dependencies.
  • Identify undocumented processes, single points of dependency, duplicated effort, and manual workarounds.
  • Validate documentation with departmental subject matter experts and maintain it as processes change.
  • Review vendor services and compare contracted or available services with work performed internally; document responsibilities and workload.
  • Work with stakeholders to understand the history, costs, operational impact, and risks of current service-delivery arrangements.
  • Coordinate vendor discovery sessions, demonstrations, and service reviews; evaluate capabilities against documented requirements.
  • Prepare objective findings, options, and recommendations for leadership and coordinate approved vendor transitions.
Process Improvement & Strategic Initiatives
  • Recommend improvements that streamline workflows, clarify ownership, reduce manual effort, and strengthen continuity of operations.
  • Facilitate current-state and future-state discussions and translate approved improvements into project and implementation plans.
  • Coordinate stakeholder communication, training, adoption, and transition activities for technology and operational changes.
  • Support repeatable project management, documentation, and process-improvement practices across the office.
INITIAL ASSIGNMENT IN ELECTIONS
  • Learn and document election preparation, execution, and post-election activities, including critical timelines, responsibilities, and handoffs.
  • Review and validate existing Elections runbooks through direct observation and staff input to preserve institutional knowledge.
  • Inventory supporting technology and vendor services, including voting and polling systems, printers, accessibility equipment, and software; assess responsibilities, dependencies, and opportunities for improvement.
MINIMUM QUALIFICATIONS
  • Demonstrated experience managing projects involving multiple stakeholders, departments, vendors, or business functions from discovery through implementation.
  • Experience coordinating technology implementations, business process improvements, or operational changes.
