Overview

At Confluent Health, the Operations Program Manager leads complex, cross-functional programs and projects from concept and planning through execution, change adoption, and sustained outcomes. This role manages both individual projects and coordinated sets of related initiatives that collectively deliver strategic business value. A Program Manager at Confluent Health is a highly skilled Project Manager who operates at a higher level of maturity and scope, responsible not only for delivery, but for outcome realization, dependency management, sequencing, resource alignment, and executive decision framing across multiple initiatives.

This role focuses on operational transformation, process optimization, and execution discipline across clinical operations, revenue cycle, workforce management, scheduling, access, and enterprise initiatives. The Operations Program Manager ensures that multiple projects remain aligned under a common program vision, roadmap, and set of measurable outcomes.

This position does not manage direct-report Project Managers, but provides program-level leadership, coordination, and governance across multiple work streams and stakeholders. Success is measured by business outcomes achieved, operational improvement sustained, and the organization’s ability to absorb and scale change, not just by project delivery. Responsibilities

Essential duties & responsibilities: (detailed description)

Program & Project Leadership
  • Leads multiple, complex operational initiatives aligned to Confluent Health’s strategic priorities and PMO standards, serving as both Program Manager and hands-on Project Manager as needed.
  • Owns program-level roadmaps, ensuring related projects are properly sequenced, aligned to shared objectives, and coordinated across teams.
  • Translates strategic objectives into coordinated execution plans and measurable operational outcomes.
  • Develops and maintains integrated program and project plans including scope, timelines, milestones, dependencies, risks, mitigation strategies, and success metrics.
  • Maintains accountability for program-level outcomes, not just individual project delivery.
  • Balances competing priorities across projects and makes informed tradeoffs to maximize overall program value.
Stakeholder & Executive Engagement
  • Leads executive-level and cross-functional program and project governance forums, clearly communicating progress, risks, tradeoffs, decisions, and action plans.
  • Acts as a bridge between strategy and execution, translating business objectives into actionable operational plans.
  • Establishes strong partnerships with operations leadership, clinical leaders, finance, HR, IT, data/BI, and external partners.
  • Frames issues in business-relevant terms (value, timing, impact) and provides leadership with decision-ready insights, not just status updates.
  • Influences alignment, accountability, and decision-making across diverse stakeholder groups without direct authority.
  • Represents Confluent Health professionally in all cross-functional and external engagements.
Qualifications

Education & special trainings:

  • Bachelor’s degree
  • PMP, PgMP, Agile, or equivalent certifications preferred

Qualifications & experience:

  • 8+ years of experience in program management, senior project management, or operational transformation roles.
  • Demonstrated experience leading multiple interrelated initiatives as part of a coordinated program.
  • Healthcare, clinical operations, revenue cycle, or multi-site services experience strongly preferred.
  • Proven ability to manage complexity, dependencies, and tradeoffs.
  • Strong analytical, problem-solving, and decision-making skills.
  • Exceptional written, verbal, and executive communication skills.
  • Demonstrated ability to influence leaders and teams without direct reporting authority.
  • Comfortable operating in matrixed, ambiguous, enterprise environments.
