Position Overview /DutiesThe Louisville District is recruiting for a Supervisory Facility Operations Specialist (Navigation) that will serve as the Operations Manager in the Operations Division, Locks and Dams Branch at the Louisville District Office, Louisville, KY. This position is responsible for the efficient and economical accomplishment of Locks and Dams Branch mission through the management of activities involving personal work efforts and the direction of subordinate supervisors and a total of approximately 75-80 full-time and part-time employees involved in professional, technical, trades/labor, administrative and clerical work.
- Supervises, plans, directs, monitors, and executes the Locks and Dams Branch Lower Ohio River, Operations Division operations and maintenance program involving navigation, environmental and natural resource management.
- Represents the District in all matters relative to the Locks and Dams activities on the Lower Ohio River, coordinating issues with representatives from the various Federal, State, and local organizations or governmental entities.
- Provides input to construction and maintenance project planning and execution in areas under their jurisdiction and jointly coordinates project planning and construction with Construction Division, and other District and Division entities.
- Makes periodic field visits, examines construction and maintenance projects upon completion to ensure adherence to requirements and provides information to construction project management bodies regarding suggested modifications.
- Has responsibility for the day-to-day operation and maintenance of all navigation facilities of the Lower Ohio River. Responsible for ensuring the needs of internal and external customers are met.
- Maintains a constant awareness of projects/activities having wide public interest, military importance, or those affecting shipping interests, environmental or recreational interests, etc.
- Participates extensively in the on-going, long-term navigation and environmental planning studies through work groups such as innovative lock design, lock site selection, small scale improvements, etc.
- Exercises supervisory and administrative duties such as initiates personnel actions, interviews, and selects candidates for appointments, promotions, or reassignment to key positions. Prepares appraisals for positions directly supervised.
- This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
- One year trial/probationary period may be required.
- Position may require travel 25-50% of duty time.
- Incumbent is required to submit a Confidential Financial Disclosure Report (OGE
450) upon entry and annually thereafter. - Permanent Change of Station (PCS) allowances maybe authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.

- Specialized Experience Requirement:
Knowledge of navigation management mission, prioritization of maintenance, budget development and execution, supervisory experience, strong organizational skills, and ability to communicate using a variety of mediums.
