Summary Objective

This position is responsible for ensuring community safety of homeless encampments by performing risk assessments. The Homeless Encampment Assessor II will evaluate and conduct a risk assessment for reported camps. Reassesses established encampments bimonthly. Works with the Outreach team to mitigate the reestablishment of encampments. Provides guidance to Homeless Encampment Assessor I position. The Homeless Encampment Assessor will also provide social services to support homeless individuals.

ESSENTIAL

FUNCTIONS
  • Assess reported homeless encampments for safety risks to community and unsheltered persons, and ensure compliance with encampment cleanup rules and laws.

  • Operates office equipment.

  • Follows policies and procedures to assess homeless encampments through strict adherence to the risk assessment tool.

  • Inspects encampments to determine violations of applicable codes and standards, and documents findings.

  • Participates in in-house training programs.

  • Prepares reports of daily activities and maintains records of pending reassessments.

  • Prepares monthly, weekly, and daily reports on encampments.

  • Assists and advises the Homeless Encampment Response Manager on relocation of encampments.

  • Wears appropriate safety equipment.

  • Assists Homeless Encampment Response Manager and Homeless Encampment Assessor I personnel in the field and in office.

  • Performs work of an assistant supervisor as needed.

  • Interviews individuals at the encampments.

  • Performs related work as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
  • Associate’s Degree in Social Work, Public Administration, Social Sciences, Law, or a related field.

  • Three (3) years of assessment, outreach, social service work, or a related field. An equivalent combination of education and experience may be substituted.

OTHER MINIMUM REQUIREMENTS
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

  • Must wear safety equipment as needed.

  • Must work a varied schedule.

PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Position spends at least 75% of time in the field in various weather conditions. Field work includes walking, climbing, and continuous standing. Must be able to lift 50 lbs. regularly.

  • Occasional exposure to significant levels of temperature, air pollution, noise pollution, chemical gases and substances.

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
