Overview

Provide future focused operational and engineering leadership for the City of Loveland’s infrastructure systems, ensuring safe, resilient infrastructure that delivers seamless connectivity across the community. This position integrates technical expertise with strategic and operational oversight to enhance system performance, regulatory compliance, fiscal responsibility, and long-term sustainability. The position’s portfolio includes Traffic Operations, Transportation Engineering & Capital Projects, Street and Right-of-Way Management, Development and Planning teams.

This position leads the analysis, asset management, planning and continuous evaluation of infrastructure with a strong emphasis on public safety, community impact, transparency, effective service delivery and a "one city" collaborative approach.

Work collaboratively with internal city staff, the development community, residents and stakeholders. This role ensures the timely and successful delivery of capital and operational projects. The position guides the development, periodic updates and implementation of citywide master plans and standards including but not limited to transportation and other related planning efforts. Ensures the evolving needs of residents, businesses, actively pursues external funding opportunities, and coordinates with neighboring municipalities, counties, and the state to advance regional transportation, safety, and other related initiatives.

Essential Functions:

  • Administer multiple operating and capital budgets including utilization of diverse funding sources through state and federal grants, the Street Capital Expansion Fee (CEF) Program, General Fund, Utility Funds and Street Maintenance Fees. Ensure compliance with all funding, reporting, and regulatory requirements.
  • Lead complex problem solving and deliver innovative customer focused solutions that balance engineering and industry best practices, professional judgement, and common-sense application in the best interest of the City and its customers.
  • Oversee project initiation, procurement and delivery, and review purchase orders, check requests, monthly progress payments, and monthly expenditure and revenue reports. Adhere to industry standard methods, City state and federal policies and regulations, as well as project management and industry best practices.
  • Apply sound professional judgment.
  • Evaluate and implement goals, standards, and regulations effectively. Navigate competing or conflicting requirements to achieve optimal outcomes.
  • Ensure customer-focused service.
  • Collaborate with internal teams and external partners.
  • Advance projects, including administration of professional services contracts, development agreements, transportation & utility funding programs.
  • Represent at the local, regional, state, and national levels. Deliver clear, customer-focused communication through presentations verbal and spoken modes on projects, programs, policies, and funding strategies, supporting transparent, solution-oriented decision-making.
  • Oversee Capital Improvement Planning (CIP) project delivery that includes the selection, contracting, and management of consultants and contractors utilizing industry best practices while meeting regulatory requirements.
  • Oversee the development review process. Provide leadership and oversight of department’s involvement in the review process.
  • Provide technical and operational leadership for updates to development regulations, design standards, and related City policies. Ensure alignment with industry best practices and community objectives.
  • Provide people-centered leadership through the employment life cycle including recruiting, hiring, training, developing, evaluation, planning and directing work, recognition accountability resolution of workplace concerns and engagement.
