Job Description

Adult Basic Education (ABE) Program Manager

Location: Frederick Abisi Adult Education Center

Position Overview:

The Adult Basic Education (ABE) Program Manager supports the daily operations of the Adult Education program by overseeing administrative functions, ensuring compliance with the Lowell Public Schools and DESE/ACLS requirements, managing program resources, and coordinating with staff and community partners. The position supports program planning, fiscal management, personnel processes, data reporting, and special events while promoting a positive learning environment and advancing the program’s mission.

The Program Manager may also serve as the High School Equivalency (HSE) Chief Examiner
, ensuring all HSE testing activities comply with state and testing vendor policies and procedures.

Key Responsibilities
  • Support and promote the mission, vision, and culture of the Adult Education program.
  • Ensure compliance with DESE/ACLS regulations, reporting requirements, and grant deliverables.
  • Prepare and submit required DESE reports and assist in responding to Requests for Proposals (RFPs).
  • Assist with grant budget management and fiscal monitoring in collaboration with the Lowell Public Schools Grants Office.
  • Coordinate personnel processes with Human Resources and Information Services.
  • Oversee purchasing, inventory, contracts, program supplies, and technology.
  • Administer and manage instructional software licenses and user accounts (e.g., Zoom, Ellii, IXL, LACES).
  • Manage program data and generate reports to support continuous improvement and informed decision‑making.
  • Support program monitoring visits and grant compliance.
  • Assist with school events, including graduation, field trips, orientations, and community outreach.
  • Support satellite program locations by coordinating materials and operations.
  • Supervise interns and other assigned staff.
  • Organize staff meetings and maintain program records, directories, and emergency preparedness plans.
  • Build and maintain collaborative relationships with community partners.
  • Coordinate program communications with students.
High School Equivalency (HSE) Chief Examiner Responsibilities (if assigned)
  • Serve as the HSE Chief Examiner in accordance with DESE and testing vendor requirements.
  • Ensure the security, integrity, and confidentiality of all HSE testing materials and testing operations.
  • Schedule, coordinate, and oversee HSE testing.
  • Train, supervise, and support HSE test administrators.
  • Maintain accurate testing records and submit required documentation.
  • Ensure compliance with all testing policies, procedures, and regulations.
  • Serve as the primary liaison with DESE and HSE testing vendors regarding testing operations.
  • Perform other duties as assigned by the Director of Adult Education.
Required Qualifications
  • Bachelor’s degree required;
    Master’s degree preferred.
  • Experience with DESE systems, including LACES.
  • Experience working with diverse adult learners from varied linguistic and cultural backgrounds.
  • Strong organizational, communication, interpersonal, and project management skills.
  • Strong analytical, data management, and technology skills.
  • Proficiency in Microsoft Office and Google Workspace.
  • Ability to work independently and collaboratively.
  • Bilingual proficiency in English/Spanish or English/Portuguese.

Director of Adult Education

Terms of Employment

Full‑time, 52‑week position, 35 hours per week.

Salary

$72,800 annually (Grant‑funded).

Effective Date

Upon hire.
