Position Summary
As part of the Leased Housing team, the Inspections & Quality Control Compliance Manager will provide direct supervision, leadership, operational oversight, and regulatory guidance to staff responsible for housing inspections, inspection coordination, quality control, payment integrity, audit readiness, compliance monitoring, and data management activities and will ensure that all of CTIs Leased Housing Programs comply with HUD, Executive Office of Housing and Livable Communities (EOHLC) and CTI requirements.
Essential Functions and Responsibilities
* This position directly supervises and/or oversees the following positions:
Senior Housing Quality Inspector;
Housing Quality Inspectors;
Administrative support staff related to inspections, compliance, and payment processing functions (Inspection Coordinator and Lead Data Analysts
* Provide leadership and supervision to staff responsible for inspection, compliance, payment integrity, data management, and administrative functions, including recruitment, onboarding, training, coaching, teamwork, and professional development
* Oversee inspection scheduling, operations, workflow coordination, quality control, payment integrity functions, and regulatory timelines to ensure efficient and compliant program operations
* Ensure inspections, abatements, compliance notices, enforcement actions, and related activities are completed accurately, timely, and in accordance with HUD, EOHLC, CoC, SEMAP, and CTI requirements
* Maintain current knowledge of HUD, EOHLC, CoC, SEMAP, and CTI regulations and policy changes, ensuring ongoing program compliance and communicating regulatory updates to staff as appropriate
* Monitor program performance through quality assurance reviews, data analysis, and reporting to ensure compliance with regulatory requirements, including achievement of all SEMAP Inspection Indicators
* Ensure accurate data entry, reporting integrity, and maintenance of tenant, inspection, and regulatory records. Coordinate audit readiness activities and oversee the preparation of required HUD, EOHLC, and other program reports
* Conduct informal hearings and termination hearings related to participant violations of Housing Choice Voucher Program family obligations and program requirements
* Promote collaboration and communication among inspection, leasing, compliance, fiscal, data, and administrative teams to ensure coordinated service delivery and access to the full range of CTI programs and services
* Collaborate with staff to develop and implement policies, procedures, and operational improvements that strengthen compliance, efficiency, and program services while supporting housing stability for tenants and property owners
* Assist with educational workshops and outreach for property owners regarding CTI inspection requirements, Housing Quality Standards (HQS), and property maintenance expectations
* Travel to inspection sites and other program locations as required
* Uphold the values of CTI Equity, Integrity, Compassion.
* Prepare and deliver timely, constructive, and comprehensive performance reviews in accordance with organizational deadlines and performance management policies

Qualifications
* General knowledge of HUD, EOHLC rules and regulations, quality control processes and 3+ years of progressively responsible experience in a related field
* Working knowledge of HUD, EOHLC, Housing Choice Voucher (HCV), Housing Quality Standards (HQS)/NSPIRE, SEMAP, and other applicable federal and state housing regulations
* Demonstrated leadership, supervisory, organizational, and project management skills with the ability to manage multiple priorities and lead cross-functional teams
* Strong analytical, problem-solving, and decision-making skills, with the ability to interpret regulations and ensure program compliance
* Excellent written, verbal, and interpersonal communication skills
* Proficiency with Microsoft Office and housing management software
* Valid driver's license and the ability to travel to inspection sites as required
